Abstract This article aims to provide managers in public administration with information about strategic planning as a tool for promoting adaptation in a changing environment. The authors' collective experience with strategic planning in the public sector includes facilitating creation of strategic plans for state and local government and non-profit agencies, and their experience has provided the data on which the conclusions drawn are based. They believe in the participative approach to planning and that this approach has benifits for the participants which are as important as the contents of the plan.
