The UK Vape Tax Explained Everything you need to know about Vaping Products Duty By The E-Cig Store | Updated 10 October 2026 | Reading time: about 15 minutes
THE QUICK VERSION Since 1 October 2026, the UK charges a new tax on vaping liquid called Vaping Products Duty. The rate is £2.20 for every 10ml, which is 22p per millilitre. It applies with or without nicotine. It does not mean every vape in the UK is suddenly £2.20 dearer. Read on to see what it really means for you.
If you vape in the UK, you have probably seen the headlines, the group-chat rumours and the “everything is going up!” posts. Some of it is true. Some of it is half-true. And some of it is plain confusing. So let’s sit down together, like a teacher at the whiteboard, and go through it step by step. No jargon. No panic. Just the facts, with clickable links to the official sources so you can check everything yourself. Share this with a friend who vapes. It might save them a lot of confusion.
1
What actually happened on 1 October 2026?
Let’s start with the headline. On 1 October 2026, the UK brought in a new tax called Vaping Products Duty, often shortened to VPD. HM Revenue & Customs (HMRC), the government’s tax office, confirmed the details on GOV.UK. The rate is a flat £2.20 per 10ml of vaping liquid. If you prefer it per millilitre, divide £2.20 by 10 and you get 22p per ml. Three things to notice right away: 1. It is already in force. This isn’t a rumour or a proposal. It started on the announced date. 2. It is charged on the liquid. Not on the brand, the flavour, the colour of the bottle or the name on the
box. 3. It is a “duty”, not a shop price. A duty is a tax collected from the businesses that make or import the
liquid. What the shop then charges you is a separate matter. That third point is where most of the confusion starts, so we’ll come back to it a lot.
IN SHORT A new tax is live. It’s 22p per ml of vape liquid. It’s charged on how much liquid there is, nothing else.

What is “duty”, in plain English?
You already know VAT. It’s the percentage added to most things you buy. Duty is different. It’s an extra tax charged on certain products, like alcohol, tobacco and fuel. It’s often called excise duty. Instead of a percentage of the price, it’s usually a fixed amount for a fixed quantity. That’s exactly how the new vape tax works. It’s a fixed £2.20 for each 10ml. Think of a petrol pump: you pay for the litres you put in the tank, and the fuel duty is built into that. With vape liquid, the tax is built around the millilitres of liquid in the product. You don’t pay “duty” at the till as a separate line. Instead, the businesses that make or import vape liquid pay it to HMRC. Then they decide how it affects their prices.
IN SHORT Duty is a fixed tax per amount of product. For vape liquid, it’s £2.20 per 10ml.
3
Why did the government bring it in?
Fair question. According to the official government policy paper, there are two main reasons. Reason one: to make vaping less affordable and less appealing. The government says it wants to reduce vaping among young people and people who don’t already smoke. Raising the cost is one way it’s trying to do that. Reason two: to make the tax simple to work out. A flat rate based on liquid volume is easier to apply across lots of different products. At the same time, the government raised tobacco duty. The stated idea is that adult smokers still have a financial reason to switch away from cigarettes. In other words, the government is trying to do two things at once: discourage vaping for people who don’t smoke, and keep vaping cheaper than smoking for those who do. Whatever your view on the policy, that’s the official reasoning.
IN SHORT The aim is to put off young people and non-smokers while still keeping a money incentive for adult smokers to switch.

The simple maths: how much is the tax on your liquid?

Rates from HMRC: How to pay Vaping Products Duty.
IMPORTANT These are tax amounts, not shop prices. A 10ml bottle carries £2.20 of duty, but that does not mean its shelf price rose by exactly £2.20. We explain why in Part 6.
A few quick examples • A 2ml pod: 2 × 22p = 44p of duty. • A pack of five 2ml pods: that’s 10ml in total, so £2.20 of duty. • A 10ml nic salt bottle: £2.20 of duty. • A 50ml shortfill: £11.00 of duty. • A 100ml shortfill: £22.00 of duty.
Notice the pattern: bigger bottle, bigger duty. It’s all about the amount of liquid.
IN SHORT Tax = ml × 22p. Check the millilitres on the label and you can work it out in seconds.

Does it matter if my liquid has nicotine, or how strong it is?
No. This is one of the most important points in the whole guide. The rate is flat. It doesn’t change with nicotine strength. • 3mg? Same rate per ml. • 20mg? Same rate per ml. • Nicotine-free? Still taxed, as long as it counts as a vaping product under the rules.
HMRC’s guidance says the rules cover vaping liquids whether or not they contain nicotine. The charity Action on Smoking and Health (ASH) says the same in its briefing. So if you were hoping that nicotine-free liquid would escape the tax, it won’t. And if you use a high-strength liquid, you won’t pay a higher rate per ml than someone using a low-strength one.
IN SHORT Strength doesn’t matter. Nicotine or no nicotine doesn’t matter. Only the amount of liquid counts.
6
Will every vape now cost £2.20 more? (The big myth)
No. And this is the claim you’re most likely to see going around on social media, so let’s take it apart.
Why “everything is £2.20 more” is wrong 1. The tax is per millilitre, not per product. A 2ml pod has 44p of duty. A 10ml bottle has £2.20. A 100ml
shortfill has £22. These are very different amounts. 2. A device without liquid isn’t taxed on that basis alone. According to HMRC’s excise guidance, a
device brought in without vaping liquid is not, on that basis alone, subject to Vaping Products Duty. The duty is about the liquid. 3. Duty and shop price are not the same thing. The duty is paid by manufacturers and importers. After
that, businesses make their own pricing decisions. A supplier might change its wholesale price. A shop might change its shelf price. A business might absorb some of the extra cost. Promotions, stock levels and running costs also play a part. So when you see a different price on a product, the new duty may well be one of the reasons. But it’s not the only possible reason, and it’s not a fixed £2.20 on everything.
A real-life picture Imagine two shops selling a 10ml bottle. Shop A buys its stock at one price and passes on the duty in full. Shop B has a different supplier deal and decides to absorb part of it. The duty on the liquid is the same £2.20 for both, but the shelf prices can differ. That’s why the smartest thing you can do is compare the actual price and the actual millilitres, rather than trusting a headline.
IN SHORT There is no flat £2.20 rise on every vape. Look at the liquid size and the real price on the product page.

Pods, bottles, shortfills: what’s covered?
Let’s go through each type of product you might buy.
Pods (usually around 2ml) The duty on the liquid in a 2ml pod works out at 44p. That’s the tax calculation for the liquid. It is not a promise that the price of every pod rose by 44p.
10ml bottles (nic salts and e-liquids) The duty on 10ml is £2.20. This applies whatever the strength.
Shortfills Shortfills are the bigger bottles that come with space for you to add a nicotine shot. Some people assume that because you have to mix them yourself, they escape the tax. They don’t. According to HMRC, liquid that is meant to be vaporised stays inside the duty rules even if it must be mixed with something else before use. So a 50ml shortfill relates to £11 of duty, and a 100ml one to £22.
Nicotine-free liquids Also covered. Nicotine content on its own doesn’t decide whether duty applies.
Devices sold without liquid As explained above, a device without liquid isn’t taxed under this duty on that basis alone.
IN SHORT Pods, bottles, shortfills and nicotine-free liquids are all covered. Devices without liquid aren’t taxed under this duty on that basis alone.

What are “duty stamps” and why are they on my packaging?
Alongside the new tax, the government introduced the Vaping Duty Stamps Scheme.
What is a duty stamp? It’s a mark applied to a vaping product or its retail packaging to show that the duty requirements have been met. Think of it a bit like a “this one is properly accounted for” sticker.
Why bother? HMRC says the stamps are designed to: • Help track products through the supply chain. • Help fight illegal trade. • Support legitimate businesses that follow the rules.
Does a missing stamp mean a product is fake or illegal? Not automatically. There’s a transition period for older stock (see Part 9). So an older product without a stamp isn’t necessarily dodgy. But it’s still sensible to buy from a credible seller and ask questions if a product’s origin or packaging looks unclear.
The E-Cig Store · theecig.co.uk
Page 6
UK VAPE TAX EXPLAINED · UPDATED 10 OCT 2026
IN SHORT Stamps help prove a product is legitimate. Packaging may look different over the coming months. If something looks odd, ask the seller.
9
Can shops still sell old stock? The key dates
HMRC’s retailer guidance sets out the transition: • Eligible unstamped stock that was made or imported before 1 October 2026 can still be sold until 31
March 2027. • From 1 April 2027, all vaping products outside duty suspension must carry a valid duty stamp.
Why is there a transition? Imagine a shop bought a batch of products before 1 October. They’re sitting on the shelf. The transition gives the business time to sell through that older stock, rather than having to pull everything off the shelves overnight.
Is it a free pass? No. It only covers stock that qualifies under the rules. Retailers are expected to keep records showing where stock came from and when it was made or imported. HMRC also advises retailers to check suppliers, packaging and a product’s origin, and to sort out any doubts before buying or selling.

Let’s do the sums you might actually want. Remember, this is only the duty. It is not a prediction of what you’ll pay, because how much of the duty gets passed on to you is up to suppliers and shops. At 22p per ml, here’s the duty linked to different levels of use.

How to work out your own number 1. Work out roughly how many ml you get through in a week or month. 2. Multiply by how many weeks or months in a year (52 or 12). 3. Multiply by £0.22.
For example, 10ml a week is 520ml a year. 520 × 22p = £114.40.
A word of caution on those numbers • They’re illustrations, not bills. • The real impact depends on what you buy, how much you use and how shops price things. • Other costs, like delivery and offers, change the total too.
News outlets have also looked at yearly costs. For example, The Sun reported on the 22p-per-ml rate and what it might mean for regular users. Any estimate like that depends on assumptions about how much a person uses and how much of the duty is passed on, so read headline figures with care.
IN SHORT Work out your own weekly or monthly ml, multiply by 22p, and you have your duty-linked figure. It’s an illustration, not a guaranteed price rise.

What are the experts and the press saying?
It helps to separate what the law says from what people say about it.
The official source: HMRC and GOV.UK For the rate, the dates and the rules, the official pages are the final word. Start with the HMRC announcement and the guidance on how to pay.
The public-health view: ASH Action on Smoking and Health (ASH) published a briefing in October 2026. It confirms the £2.20 per 10ml rate applies whatever the nicotine strength, and includes nicotine-free liquid. It also discusses the policy’s stated aim of reducing youth vaping and the wider public-health picture.
The press: news reports Newspapers look at what the change could mean for everyday users. They’re useful for understanding public reaction, but their estimates rest on assumptions. Treat them as context, not as the rulebook.
Why read all three? Because a tax isn’t only about arithmetic. It also touches on public health, affordability and quitting smoking. Reading the official rules and the wider commentary gives you a fuller picture.
IN SHORT HMRC = the rules. ASH = the public-health view. News = public reaction. Use all three, but trust the official source for the facts.

Your smart-shopper checklist
Prices and packaging are changing, so it’s worth slowing down before you click “buy”. Here’s a simple checklist.
1
Check the liquid volume. How many ml are you really getting? A 10ml bottle and a 50ml bottle are very different.
2
Is it liquid or just a device? A kit with liquid and a kit without aren’t the same thing.
3
Look at the total price. Include delivery, bundles and offers. Compare like with like.
4
Buy from a trusted seller. Look for clear product details and contact information.
5
Look at stamps and packaging. During the transition, older stock may look different. If anything seems unclear, ask the seller.
6
Check delivery and returns. These costs are separate from the duty but change what you pay.
7
Ignore viral posts. Anything claiming “every vape is now exactly £2.20 more” is not accurate.
8
Use the official sources. If you’re unsure, search “Vaping Products Duty” on GOV.UK.
