When Ted Purington, Sr. and his wife, Judy, started their business, they were unaware of the full breadth of territory through which those founding principles would take them. Now, they are truly amazed, honored, and proud of the nearly 400 employees who have adopted and carried forward those principles to customers they continue to serve today. Reaching from Maine to the mid Atlantic region and across New York, the Maine Drilling & Blasting Group has been in the pipeline, construction, and quarry drilling and blasting business for 50 years, and is currently celebrating this anniversary milestone. Maine Drilling & Blasting’s current pipeline work consists of the Vermont Gas Addison Natural Gas Project and for MD Drilling & Blasting, the Spectra Energy Algonquin Incremental Market (AIM) Project.

The Addison Natural Gas Project began in 2015 kicking off in Colchester, VT, and ending the first 11 miles in Williston, VT. Then in 2016, MD&B kicked off in Williston and is currently progressing south, working to finish the 41-mile line to Middlebury, VT. Most of the 41 miles of pipeline is tucked in next to a Vermont electric company (VELCO) easement. Difficult terrain, 20% rock on the line, and specifications, which require 100% of all blasts to be matted, together serve to test any schedule. We currently have two drill and blast crews, and one probe crew identifying rock that needs to be blasted. Additional challenges on this project range from extremely wet conditions due to an unseasonably warm winter along with steep terrain, to neighbor concerns and potential protests. However, one neighbor told Vermont Gas representatives, “At least you hired the right blasting company,” Maine Drilling & Blasting. For MD Drilling & Blasting the AIM project for Spectra Energy began in Eastern Connecticut in 2015. In 2016, work continues in western CT progressing into NY with portions of the 30-plus-mile mostly take-up and re-lay pipeline reaching just shy of New Jersey. This portion of the AIM project consists of 12, 16 and 42-inch pipe blasted within 25 feet of an existing hot line. Major challenges with the AIM project are schedule, vibration control and permitting in a highly sensitive, regulatory-burdened, suburb-filled region. MD had as many as 7 drills on the line last year, and anticipates up to 9 or more to keep up with the schedule.

To create the safest environment possible in dealing with the magnitude and complexities of pipeline projects, MD&B focuses on training and utilizing appropriate equipment. With each new project, job hazard analysis, site security plans are preformed, as well as daily “heads up” meetings to confirm the safety and progress of a site. Technologically advanced drills, such as the self-contained crawler drill with winch capabilities and dust collection systems, along with remote access transportation expressly developed by the company, benefit its energy projects. In addition, Maine Drilling &Blasting has developed internal support departments to provide incomparable services, allowing MD&B to be a onestop shop. While other companies may need to reach out to outside services to receive the support they need to safely continue serving their customers as requested, MD&B built departments to avoid external inconsistency while improving their value proposition. Maine Drilling is able to manage safety compliance and pre-blast surveys, movement of explosives from the warehouse to the site, and maintain on-site equipment with corresponding departments in order to safely execute procedures and complete a blast without inefficiencies.

For half of a century, Maine Drilling has expanded by recruiting and training employees that are local to the region of work, as local presence is pivotal in successfully servicing customers. The company’s employees establish a home, work, and create families in each region. This concept is crucial in having the capability to found accessible storage facilities across the company’s service geography. Employee loyalty and accountability, enhanced by MD&B’s employee stock ownership program (ESOP) established in 2004, has helped create a company with offices in each region that support local teams, allowing for an easier commute to customers with the necessary products that projects require. In addition to the corporate office in Gardiner, Maine, Maine Drilling & Blasting has offices in New Hampshire, Vermont, New York, Massachusetts, Connecticut, and Pennsylvania. In 2015, the newest facility was built in Bethel, Pennsylvania. As a result, business has boomed as customers have taken notice of the added brick and mortar, and taken advantage of resources at the ready.

Maine Drilling, along with its union subsidiary, MD Drilling & Blasting, works to support local services in recognition of their achievement and success, attributed to its people. Optimal equipment and explosives may be purchased, however, it is the education and training of nearly 400 Maine Drilling employees that sets them as a breed apart. PROPOSED PROJECTS & UPDATES Columbia Gas Transmission, LLC has an application before the FERC seeking approval to construct the Mountaineer Xpress Project. The project includes construction of approximately 170 miles of various diameter pipeline; modification of three existing compressor stations; construction and operation of three new compressor stations; installation of various appurtenant and auxiliary facilities, all located in either Marshall, Wetzel, Tyler, Doddridge, Ritchie, Calhoun, Wirt, Roane, Jackson, Mason, Putnam, Kanawha, Cabell, and Wayne Counties, West Virginia. The staff of the FERC has prepared a Draft Environmental Impact Statement for the Leach XPress and Rayne XPress Expansion Projects. The Leach XPress Project proposed by Columbia Gas Transmission, LLC includes a total of approximately 161 miles of new 20- to 36-inch diameter pipeline, three new compressor stations, modifications at two existing compressor stations, three new regulator stations, modifications at one existing regulator station, 13 bi-directional pig launcher and/ or receiver facilities, nine mainline valves, and five new odorization stations in Pennsylvania (Greene County), Ohio (Fairfield, Hocking, Monroe, Morgan, Muskingum, Noble, Perry and Vinton Counties) and West Virginia (Marshall County). The Leach XPress Project would also include the abandonment in place of 28.2 miles of an existing 20-inch-diameter natural gas pipeline, beginning at the existing Crawford Compressor Station in Fairfield County, Ohio and traversing south to Hocking County, Ohio before terminating at the existing McArthur Regulator Station in Vinton County, Ohio. The Rayne XPress Expansion Project proposed by Columbia Gulf Transmission, LLC (Columbia Gulf) would involve the construction and operation of the new Grayson Compressor Station in Carter County, Kentucky, the new Means Compressor

FERC staff determined that construction and operation of the projects would result in limited adverse environmental impacts, with the exception of impacts on forested land. Construction of Columbia Gas’s Leach XPress Project would result in significant impacts on forested lands due to the prevalence of forested habitats within the Leach XPress Project area and eventual regrowth of prior forested areas outside of the permanent rightof-way, in addition to Columbia Gas’ proposed mitigation and to recommendations in the draft EIS. FERC staff concludes that the impacts on forested lands would be reduced to less than significant levels. This conclusion is based on a review of the information provided by Columbia Gas and Columbia Gulf and further developed from environmental information requests, field reconnaissance, scoping, literature research, alternatives analyses, and contacts with federal, state, and local agencies, Native American tribes, and other stakeholders.

PROPOSED PROJECTS & UPDATES Driftwood LNG LLC and Driftwood LNG Pipeline LLC (DWLNG) have initiated a pre-filing request with the FERC for its proposed Driftwood LNG facility and associated pipeline project. DWLNG proposes to construct a liquefied natural gas (“LNG”) production and export facility located on the west side of the Calcasieu River near Carlyss, Calcasieu Parish, Louisiana. The facility will produce up to 26 million tonnes per annum of LNG for export to both free trade agreement (“FTA”) and non-FTA nations. Natural gas will be delivered to the facility via a new 96-mile pipeline that will interconnect with existing interstate pipeline systems. After receiving all necessary permits, DWLNG intends to commence construction in the second quarter of 2018. The target date for completion of construction and for the entire Project to be operational is 2025. Eastern Shore Natural Gas has initiated a pre-filing request with the FERC for its proposed 2017 Expansion Project. The project includes: (1) approximately 33 miles of pipeline looping in Pennsylvania, Maryland and Delaware; (2) upgrades to existing metering facilities; (3) installation of an additional 3,550 horsepower compressor unit at the existing Daleville Compressor Station; and (4) approximately 17 miles of new mainline extension and the

addition of two pressure control stations in Sussex County, Delaware. Receipt of FERC authorization for the project by May 2017 will enable Eastern Shore to place the 2017 Expansion Project in-service in the fourth quarter of 2017 timeframe to meet the timing needs of its customers. Enterprise Products Partners L.P. is continuing with a series of projects to convert and expand segments of its petrochemicals pipeline network designed to increase throughput capacity for polymer grade propylene (“PGP”) and enhance system flexibility and reliability. North Dean pipeline conversion and expansion – The 149-mile pipeline will be converted from refinery grade propylene (“RGP”) service to PGP service. The conversion is scheduled for completion in January, 2017. Originating at Enterprise’s Mont Belvieu, Texas complex, the converted pipeline will serve petrochemical facilities as far south as Seadrift, Texas in Calhoun County. Construction of a 33mile lateral pipeline, new metering stations and additional pumping capacity will accommodate the additional volumes and increase total PGP delivery capacity to more than 150,000 barrels per day. The lateral pipeline construction start is slated for fall of 2016. Lou-Tex propylene pipeline conversion – The 263-mile, bi-directional pipe-

line, which currently transports chemical grade propylene between Sorrento, Louisiana and Mont Belvieu, will be converted to PGP service. The conversion is scheduled for completion in 2020. RGP pipeline and rail terminal expansion – Construction of a new 65-mile, 10-inch diameter pipeline, which will transport RGP between Sorrento and Breaux Bridge, Louisiana, is scheduled for completion in early 2017. Rail receipt facilities at Mont Belvieu are also being expanded to give Enterprise the capability to unload up to 100 RGP rail cars per day. “The expanded capability of our new South Texas petrochemical pipeline network will complement Enterprise’s growing propylene production capacity driven by our new propane dehydrogenation unit now under construction,” said A.J. “Jim” Teague, chief operating officer of Enterprise’s general partner. “When completed, our PGP distribution system will stretch 587 miles and allow us to serve more than 30 petrochemical facilities from South Texas to east of the Mississippi River from our Mont Belvieu complex. These projects will also support incremental capacity at our PGP marine export terminal in Seabrook, Texas. These conversion and expansion projects reflect our commitment to providing customers with the first and last mile connections between supplies and markets.” Enterprise’s PGP infrastructure at Mont Belvieu currently consists of six propane/propylene fractionators. Following completion of the new PDH plant, which is scheduled for September of 2016, Enterprise will have the capability to produce 8 billion pounds of PGP at its Mont Belvieu complex. In addition, a portion of Enterprise’s salt dome storage capacity in Mont Belvieu is dedicated to PGP service. RGP is a mixture of propane and propylene that is fractionated into PGP. PGP is used as a feedstock in the production of various consumer products, including packaging film, fibers for carpets and upholstery, and molded plastics parts for appliances and automotive, houseware and medical products. Enterprise Products Partners L.P. announced the start of commercial operations at the company’s new cryogenic natural gas processing facility in Eddy County, New Mexico. The South Eddy plant, which is supported by long-term, fee-based agreements, has a nameplate capacity of 200 million cubic feet per day of natural gas processing and is capable of extracting up to 25,000 barrels per day of natural gas liquids. The start-up of the South Eddy plant provides Enterprise’s cus-
tomers with immediate incremental value. Prior to start-up, much of the natural gas being processed at the plant was flared, shut-in, or blended into a residue pipeline with no NGL upgrade. “The South Eddy Plant is a key component of our overall strategy to double Enterprise’s natural gas processing capacity in the Delaware Basin during 2016,” said A.J. “Jim” Teague, chief executive officer of Enterprise’s general partner. “A second cryogenic processing facility we are developing as part of our joint venture at Waha is scheduled to begin service in the third quarter of 2016 and will add another 150 MMcf/d of incremental capacity.” In association with the plant’s construction, Enterprise con-

Additionally, the partnership completed a 71-mile extension of its Mid-America Pipeline system that provides Delaware Basin producers with NGL takeaway capacity and direct access to Enterprise’s integrated network of NGL assets. Teague added, “Despite the decrease in rig count nationwide, the Delaware Basin remains very active. With production expected to continue to grow, we are committed to capitalizing on the increased opportunities for midstream services. The additional processing capacity, combined with the connectivity of our integrated midstream network, will provide Delaware Basin producers with unmatched access to the NGL fractionation and storage hub at Mont Belvieu, Texas, as well as attractive domestic and international markets.” Kinder Morgan, Inc. and IHI E&C jointly announced that Kinder Morgan subsidiaries, Elba Liquefaction Company, L.L.C. and Southern LNG Company, L.L.C., awarded to IHI E&C a contract for the engineering, procurement, construction, commissioning and startup of Kinder Morgan’s natural gas liquefaction project at Elba Island, near Savannah, Georgia. The approximately $2 billion Elba Liquefaction Project will consist of 10 Movable Modular

Liquefaction System (MMLS) trains using Shell proprietary technology. The new units will connect to Kinder Morgan’s existing re-gasification terminal at Elba Island, which will be modified to receive liquefied natural gas (LNG) from the new liquefaction facilities. Modifications to the existing Elba facilities will include compression for vapor handling and new pumps for loading the LNG on vessels for export. Shell is the customer for 100 percent of the liquefaction capacity and ship-loading services being developed by the project. When completed, the Elba Liquefaction Project will process and liquefy a total capacity of approximately 2.5 million tonnes per annum of LNG. “We are excited about this next step for our future LNG export project and look forward to working with IHI E&C to bring it to fruition,” said Norman Holmes, president of Kinder Morgan’s Southern Region Pipelines. “IHI E&C is very pleased to receive this award, following a period of FEED validation,” said Glyn Rodgers, IHI E&C President. “We and Kinder Morgan share the same quality, safety and performance objectives on making this project a huge success.” The companies have developed a schedule that reflects the modular aspect of the new liquefaction facility. Initial engineering, procurement and construction planning are being performed by IHI E&C’s Houston office while awaiting approval of
the project by the Federal Energy Regulatory Commission (FERC). In addition to project modularization, execution will feature significant instrumentation and electrical engineering, logistics and interface management, procurement, supply-chain expertise, and large scale construction. Magnolia LNG, LLC has received the Federal Energy Regulatory Commission authorization to site, construct, and operate facilities to liquefy and export domestically produced natural gas from its liquefied natural gas (LNG) terminal in the Lake Charles District, State of Louisiana, USA. In addition, the Louisiana Department of Environmental Quality (LDEQ) approved the air permit for the Magnolia LNG. In a related matter, FERC also authorized the Kinder Morgan Louisiana Pipeline LLC (KMLP Pipeline) to install compression and other related facilities on the KMLP Pipeline, facilitating the transportation of full feed gas volumes to the Magnolia LNG project. LNGL Managing Director and Chief Executive Officer, Greg Vesey said, “We are pleased to receive the FERC Order and the air permit from LDEQ. Both of these items are important milestones as we progress the Magnolia LNG project towards a final investment decision. We look forward to the US Department of Energy (DOE) processing Magnolia LNG’s pending ap-
plication to export LNG to countries that do not have a free trade agreement (FTA) with the United States.” Magnolia LNG proposes to construct and operate up to four liquefaction production trains, each with a capacity of 2 mtpa or greater using the Company’s OSMR® patented LNG process technology. Construction and operation shall include two 160,000m3 full containment storage tanks, ship, barge and truck loading facilities, and supporting infrastructure. is previously announced, construction of the facility will be by the KBR‐SKE&C joint venture under a lump sum turnkey EPC contract. PROPOSED PROJECTS & UPDATES 25,000 barrels per day crude oil pipeline, which will aggregate crude oil from multiple points of origin in Martin County, Texas and extend in a southeasterly direction to a point of destination at the new Midland Hub in Midland County, Texas. The “Midland Lateral” is a proposed bi-directional crude oil pipeline, which will commence at the interconnection with the Martin Lateral at the Midland Hub and extend in a southeasterly direction to the existing Garden City Station where it interconnects with Medallion Pipeline’s existing Wolfcamp Connector mainline, the Reagan Gathering Extension, and the Midkiff Lateral, as expanded and extended. The Midland Lateral is proposed to be capable of transporting 25,000 barrels of crude oil per day from the Midland Hub to the Garden City Station and 90,000 barrels of crude oil per day from the Garden City Station to the Midland Hub. Medallion is conducting the binding Open Season to obtain long-term volume commitments for firm transportation capacity on the Martin Lateral and the Midland Lateral (referred to as the “Expansion Project”). The Open Season provides an opportunity for interested shippers to acquire long-term firm capacity, under minimum 10-year term Transportation Service Agreements and other eligibility requirements, as Committed Firm Shippers on

the Expansion Project. The Expansion Project is expected to commence full commercial operations in the third quarter of 2016, although certain segments of the Expansion Project may commence service on an interim basis on an earlier date. Natural Gas Pipeline Company of America LLC announced that it is seeking non-binding solicitations of interest for a second phase of its Chicago Market Expansion Project and its Gulf Coast Southbound Expansion Project. NGPL is seeking customer interest in additional expansion capacity following the success of Phase 1 of these projects, demonstrating the company’s commitment to grow its business in line with customer needs. This follows the recent announcement of a capital contribution of $623 million from NGPL’s parent companies, Kinder Morgan, Inc. and Brookfield Infrastructure Partners L.P., which was used to pay down the majority of its term loan balance and all of its revolving credit facility borrowings. “As NGPL begins construction of the first phase of its Chicago Market Expansion Project and prepares to file a Certificate application with the Federal Energy Regulatory Commission for the Gulf Coast Southbound Expansion Project, we are pleased

PROPOSED PROJECTS & UPDATES areas from existing or new receipt points in the Midwest. Pending regulatory approvals, the projected in-service date for Phase 2 is the fourth quarter of 2019. NextDecade, LLC, a development and management company of liquefied natural gas (LNG) projects, announced that it has filed an application with the FERC for authorization to site, construct and operate Rio Grande LNG, a proposed 27 Mtpa LNG export facility near Brownsville, Texas and the Rio Bravo Pipeline, a 137-mile pipeline system that will provide the facility with its feed gas. This action represents the most significant milestone to date in the development of Rio Grande LNG, placing the project in an excellent position to sign offtake agreements and declare Final Investment Decision (FID) in 2017. In November 2015, NextDecade announced that it had signed non-binding agreements for 14 Mtpa of LNG with customers from across Asia and Europe. Since then, that number has grown to 26 Mtpa, demonstrating a continued desire for U.S.-produced LNG from customers around the world, and specifically, a desire for LNG from the proposed NextDecade facility. NextDecade expects to receive authorization from the FERC by the end of the first quarter of 2017 and expects to begin exporting LNG from Rio Grande LNG by the end of 2020. Pending FERC approval and FID, the project is expected to create between 4,000 and 6,000 construction jobs, and more than 200 wellpaid permanent jobs, reflecting a potential investment of up to $20 billion. At full build-out, the Rio Grande LNG facility will be one of the largest LNG export facilities in the world, providing customers access to clean-burning natural gas, helping countries to drastically improve their air quality, reduce emissions and procure safe and reliable exports of U.S. natural gas. Northwest Natural Gas Company has received approval from Portland General Electric (PGE) to move forward with the permitting and land acquisition work required for NW Natural to provide no-notice underground gas storage services for PGE’s natural gas-fired generating plants at Port Westward, Oregon – one of which is designed to integrate more wind power into PGE’s generation mix. This new storage service is intended to allow PGE to draw on natural gas resources from NW Natural’s facilities in Mist, Oregon to meet its fueling needs and rapidly respond to changing conditions in wind generation. In order to provide this service, NW Natural will begin the permitting and land acquisition work required to advance the expansion project in the northern section of its existing underground storage facility at Mist. The North Mist Expansion Project would include a new reservoir providing up to 2.5 billion cubic feet of available storage, an additional compressor station with design capacity of 120,000 dekatherms of gas per day, and a 13-mile pipeline to connect to PGE’s gas plants at Port Westward. The current estimated cost of the expansion is approximately $125 million with a potential in-service date

in the 2018/2019 winter season, depending on the permitting process and construction schedule. Construction is anticipated to start in mid-to-late 2017. The expansion project is subject to NW Natural obtaining all required permits and certain property rights, and a notice to proceed from PGE. As of December 31, 2014, of the amounts authorized by PGE for the project, NW Natural had spent $3.3 million. NW Natural received approval from the Oregon Public Utility Commission last fall for a new cost of service rate schedule that would be used to serve PGE. Paulsboro Natural Gas Pipeline Company, LLC has an application before the FERC seeking approval for the Delaware River Pipeline Relocation Project. On December 11, 2015, the Federal Energy Regulatory Commission issued its Notice of Application for the Project. Among other things, that notice alerted agencies issuing federal authorizations of the requirement to complete all neccessary reviews and to reach a final decision on a request for a federal authorization within 90 days of the date of issuance of the Commission staff’s Environmental Assessment for the project. Issuance of the Environmental Assessment is expected by July 18, 2016 with a final FERC project decision slated for October 16, 2016. Paulsboro proposes to abandon about 2.4 miles of 6- and 8-inch-diameter natural gas pipeline extending across the Delaware River between Delaware County, Pennsylvania and Gloucester County, New Jersey. Paulsboro would replace the abandoned pipeline with 2.6 miles of 12- and 24-inch diameter pipeline installed under the Delaware River using the horizontal directional drill method. The purpose of the project is to facilitate the United States Army Corps of Engineers’ dredging activities for the Delaware River Main Channel Deepening Project (45-Foot Project). The project would increase natural gas transportation capacity from 38 million standard cubic feet per day (MMScf/d) to 57.7 MMScf/d to the sole customer served by the pipeline, Paulsboro Refining Company, LLC. Savage Services Corporation announced a binding Open Season which opened at 9 a.m. Mountain Time on May 11, 2016, to solicit commitments for new pipeline facilities (the “Savage DAPL Connector Pipeline”) that would connect Savage’s Bakken Petroleum Services Hub in Trenton, N.D., to Dakota Access Pipeline’s (DAPL) pipeline facilities near Trenton, N.D. The Savage DAPL Connector Pipeline would include approximately nine miles of 10-inch interstate crude oil pipeline facilities. It is anticipated that the pipeline will have an initial capacity of 60,000 barrels per day, and an in-service date during the first quarter of 2017. Savage is seeking commitments from interested parties capable of committing to ship at least 10,000 barrels per day, for a minimum contract term of seven years. As a common carrier pipeline, as defined in the Interstate Commerce Act, the pipeline would be subject to the jurisdiction of the Federal Energy Regulatory Commission. Pipeline benefits to ship-

UGI Energy Services' subsidiary UGI Sunbury have received approval from the FERC to construct and operate the 35-mile long Sunbury pipeline extending from eastern Lycoming and following south through Montour, Northumberland and Union counties and ending at Hummel Station.
The staff of the FERC has prepared a Draft Environmental Impact Statement for Atlantic Sunrise Project proposed by Transcontinental Gas Pipe Line Company, LLC (Transco). Transco requests authorization to expand its existing pipeline system from the Marcellus Shale production area in northern Pennsylvania to deliver an incremental 1.7 million dekatherms per day of year-round firm transportation capacity to its existing southeastern market areas. The Draft EIS addresses the potential environmental effects of the construction and operation of about 197.7 miles of pipeline composed of the following facilities: 183.7 miles of new 30- and 42-inch-diameter natural gas pipeline in Pennsylvania; 11.5 miles of new 36- and 42-inch diameter pipeline looping in Pennsylvania; 2.5 miles of 30-inch diameter replacements in Virginia; and associated equipment and facilities. The project’s proposed aboveground facilities include: two new compressor stations in Pennsylvania; additional compression and related modifications to two existing compressor stations Pennsylvania and one in Maryland; two new meter stations and three new regulator stations in Pennsylvania; and minor modifications at existing aboveground facilities at various locations in Pennsylvania, Virginia, North Carolina, and South Carolina to allow for bi-directional flow and the installation of supplemental odorization, odor detection, and/or odor masking/ deodorization equipment. PROPOSED PROJECTS & UPDATES The pipeline is designed to supply low-cost natural gas from the Marcellus Shale region to the proposed 1,000MW gas-fueled power generation facility near Shamokin Dam in Snyder County, Pennsylvania. Panda Power Funds and Sunbury Generation will build the Hummel Station power plant on the site of Sunbury Generation's decommissioned coal-fired plant. Designed to deliver up to 200,000 Dth of natural gas per day, the pipeline consists of 20-inch diameter steel pipeline and related facilities. The project is slated to completed as early as November 2016. Williams Partners L.P. announced that it is initiating a binding open season from May 16 to June 9, 2016 for the Northeast Supply Enhancement project, an expansion of the Transco interstate pipeline to provide incremental firm natural gas transportation capacity to demand markets in the northeastern United States. Transco plans to place the project into service for the 2019/2020 winter heating season. The Northeast Supply Enhancement project is being designed to provide 400,000 dekatherms per day of firm natural gas transportation capacity from Transco’s Compressor Station 195 in York County, Pa., to the Rockaway Transfer Point, an existing interconnection between the

Lower New York Bay Lateral and the Rockaway Delivery Lateral in offshore New York. Prior to commencement of the open season, Williams executed precedent agreements with subsidiaries of National Grid – the largest distributor of natural gas in the northeastern U.S. – for firm transportation service under the project. Once complete, the project will help meet the growing natural gas demand in the Northeast, including the 1.8 million customers served by National Grid in Brooklyn, Queens, Staten Island and Long Island. Subject to approval by the Federal Energy Regulatory Commission, the Northeast Supply Enhancement project will consist of adding looping and compression to existing Transco pipeline facilities. In order to minimize potential environmental impacts, the proposed project corridor will maximize the use of Transco’s existing pipeline right-of-way. Williams does not anticipate that the project scope will change based on the outcome of the open season.
CANADA
The National Energy Board (NEB) has recommended the federal Governor in Council to approve the Enbridge’s pipeline project with conditions to replace an aging crude export pipeline to the US. Enbridge is proposing to replace all pipe-
line segments on the 1,660km Line 3 between Hardisty, Alberta, Canada and Superior, Wisconsin, US, by 2019. The recommendation, however, is for the Canadian section of the line, while the US regulators are currently assessing the other pipeline section. In 2014, Enbridge applied to replace 1,067km of aging 34-inch Line 3 pipeline between Hardisty, Alberta to Gretna, Manitoba, Canada, with 1,096km of new pipeline. Following a public hearing process, the regulator concluded that the Enbridge Line 3 Replacement Program (project) is in the public interest of Canada. It also imposed 89 project-specific conditions to improve public safety and environmental protection. NEB noted that the Enbridge project will replace an aging pipeline with new pipeline constructed to modern standards and move oil to the US. TransCanada Corporation announced that it has received the last two of 10 pipeline and facilities permits required from the BC Oil and Gas Commission for the Coastal GasLink Pipeline Project. The project now has approval for construction and operation of the proposed pipeline and related facilities. Eight of the permits are related to pipeline construction, while two are for pipeline-related facilities: a natural gas compressor station and meter station in Ground-
birch, and a natural gas metering station in Kitimat. Coastal GasLink received an Environmental Assessment Certificate from the B.C. Environmental Assessment Office in October 2014. The pipeline will connect to the proposed LNG Canada natural gas liquefaction and export facility near Kitimat. A Final Investment Decision by our pipeline customers, the joint venture partners of LNG Canada, is expected in late 2016. If the LNG Canada partners elect to proceed with their project at that time, pipeline construction would begin in 2017. To date, the Coastal GasLink team has had over 15,000 interactions and engagements with Aboriginal communities along the proposed pipeline route, and over a third of the 350,000+ hours of fieldwork on the project have been conducted by Aboriginal people. In addition, this modern energy infrastructure project will provide long-term economic benefits for B.C. and Canada. An estimated 32 per cent of this $4.8 billion plus capital project will be spent locally in B.C., with economic benefits including over 2,000 jobs during construction and over $20 million in annual property tax payments. The project has already spent almost $48 million in northern B.C. plus over $2 million in community and Aboriginal investments along the route.

Constitution Pipeline Challenges Decision by New York State to Block Federally Approved Pipeline

The appeal was filed with the United States Circuit Court of Appeals for the Second Circuit and contends, among other things, that the refusal is arbitrary and capricious and constitutes an impermissible challenge to the Federal Energy Regulatory Commission’s Certificate of Public Convenience and Necessity which was issued to the company in December 2014.

Also, the company filed an action with the U.S. District Court for the Northern District of New York seeking a declaration that the State of New York’s authority to exercise permitting jurisdiction over certain other environmental matters is preempted by federal law. “Upon its review of the evidence, we believe the court will agree that this permit denial was arbitrary and unjustified and improperly relies on the same failed arguments that the NYSDEC made during the FERC certificate proceeding regarding the pipeline route and stream crossings. We believe this allegation was intended to distract stakeholders from the application of a fair technical and regulatory review of the merits of Constitution’s application for a water quality certification. We are ultimately seeking to have the court overturn this veiled attempt by the state to usurp the federal government’s authority and essentially 'veto' a FERC-certificated energy infrastructure project,” the project sponsors said in a joint statement.
The project sponsors continued, “We would like to express our appreciation to the many project supporters in New York who have expressed disappointment in the state’s decision, which blocks millions of northeastern consumers from accessing lower-cost energy while ultimately slowing the region’s capabilities in transitioning from coal and fuel oil to natural gas, as well as its ability to integrate more renewable energy sources into its power portfolio.”
The Federal Energy Regulatory Commission on Dec. 2, 2014 issued its certificate of public convenience and necessity for the Constitution Pipeline. In its final environmental review of the proposed Constitution Pipeline, FERC concluded that environmental impacts would be reduced to “less than significant levels” with the implementation of proposed mitigation measures by the company and recommendations by FERC.

PIPELINE PHOTOS Katherine Sue Latham, 52 of Big Sandy, passed away on Thursday, April 28, 2016 at her home. Katherine was born April 26, 1964 to Jean O’Day (Davis) Thomas and Charles Lindley Davis of Beckville. Katherine was a devoted Mother, Mimi, Wife and Aunt. She enjoyed teaching at schools and spending time with her family who she adored. She will be greatly missed by her family and friends. Katherine married Billy Latham on October 28, 2007. They devoted Christians. Their very first date was to church and continued to live their life for the Lord. Mrs. Latham is survived by her husband, Billy Latham; son, Robert (Bubba) Shields Jr. and wife, Amy Shields; and grandson, Trey Shields of Gilmer; a daughter, Amber Dreikosen and husband, Jamie Dreikosen of Cloudcroft, New Mexico; her mother and step-father, Jean and Jan Thomas of Harmony; sister, Carolyn Hill of Harmony; brother and his wife, Chuck and Debbie Davis of Beckville; brother and his wife, Darrell and Debbie Davis of Harmony. She is also survived by many nieces and nephews. Mrs. Latham is proceeded in death by her dad, Charles Lindley Davis. Funeral services for Mr. Henry M. “Groovy-man” Leihr, age 61, of Collinston, LA were held May 11, 2016 at the Chapel of Golden Funeral Home with Bro. Todd Wooden officiating. Mr. Leihr, a retired welder and member of New Friendship Baptist Church, passed away May 9, 2016. He was a member of the Local Union 798 Pipeliners and a U.S. Marine veteran. He loved fishing and was a wonderful husband, son, daddy, poppa and friend to all. Mr. Leihr is survived by his wife, Joyce Leihr; mother, Grace Leihr of Oak Grove, LA; two children, Melissa Leihr of Bastrop, LA, McKenzie Leihr of West Monroe, LA, two step-children, Stephanie Riles of Bastrop, LA, Jeremy Bridges and wife Pam of Bastrop, LA; sister, Phyllis Plumley and husband Randy of Pioneer, LA; brother, Danny “Dano” Leihr of Oak Grove, LA,; grandchildren, Leihr Bahreini, Madalin Bridges, Adalee Bridges, Gage Riles, Bradi Reese Conville and numerous nieces and nephews. In addition to his companion, Susan, Jeffrey is survived by two sons, Zachary Berrier of Alaska, Joshua Berrier of NYC; and daughter, Laura Lenhart of Harrisburg; his stepmother, Nancy Berrier of Huntington; aunts, uncles, cousins; and his beloved dogs, Chopper and Bandit. Samuel Tyler Williams, 22, of Wynn Flat Road, Frenchburg, Kentucky passed away Wednesday, May 4, 2016 in Lexington, Kentucky. He was born in Mt. Sterling, Kentucky on March 11, 1994 the son of Garietta Mayabb Vanderpool and Samuel Williams. He was a construction worker for ATS Construction Company and a member of the House of Prayer. He is survived by his wife, Megan Clukey Williams of Frenchburg; his mother, Garietta (Larry) Vanderpool of Frenchburg, KY; his father, Samuel (DaraSue Stevens) Williams of Ashland, KY; two sons, Karson James Hollar and Carter David Williams both of Frenchburg; a daughter, Adaley Blanche Williams of Frenchburg; and three brothers, Matthew (Kendra) Williams, Ryan (Amanda) Vanderpool and Joshua Vanderpool all of Frenchuburg, KY. Pallbearers were Matthew Williams, Ryan Vanderpool, Joshua Vanderpool, Bobby Williams, Michael Williams, Gerald Walton, Bryce Blanton, Tyler Oakley, John Walton, Ulysses Walton, Scotty Cox and Pappy JC. Willie Duren, age 91, of Charlotte died peacefully in his sleep, Wednesday, May 4, 2016 at home. He was born September 1, 1924 in Holly Ridge Mississippi to the late Ellie Hue Duren and Sallie Smith Duren. Willie served in the US Navy during WWII in the Pacific theater. He moved to Charlotte in 1952 where he worked as a Pipeliner for Loftis Construction. In 1981 he went to work for Piedmont Natural Gas and retired from Piedmont in 1991. Willie was a devoted husband, father, and son. He was married to M.E. (Emmie) Vail for 47 years until her death and then married Charlotte Lewis. They were married for 14 years. He always said he was blessed with four wonderful women in his life, his mother, his wives and his daughter Patti. The family would like to thank the many individuals, facilities and medical personnel that provided such excellent, personal and loving car for Willie in his final years. OBITUARIES Lars Ecklund, age 73, lost his courageous battle to cancer on April 27, 2016. Lars was born on May 29, 1942 to Harold and Shirley Ecklund in Duluth, MN. He attended school at Proctor High School; from there he enlisted in the U.S. Navy. He was in the Navy Seabees Construction Battalion and the Cuban Missile Crisis. In the 1960's he was a foreman for Johnson Bros. Construction. His real passion was pipelining. He was a construction manager for several pipeline companies. He went all over the world and the United States on pipeline projects for 50+ years. He had and met a lot of great friends through pipelining. Lars was preceded in death by his parents, Harold and Shirley Ecklund; maternal and paternal grandparents; and sister, Lois Johnson; and his beloved wife, Sonya. Lars is survived by his sisters, Linda (Gene) Eilefson and Sandy (Donnie) Watkins; brothers, Larry (Bev) Ecklund, Tim (Colleen) Ecklund and special brother, Ronnie Ecklund; special caregiver/daughter-inlaw, La-Nett Lopez; sons, Laurel Ecklund and Jim Ecklund; grandchildren, Crystal and Felicia, Dalton and Matt; great-grandchildren, Eva and Lucas and several nieces and nephews. The family would like to thank their brother Ronnie for always being there and taking such great care of our brother, Lars. A special thank you to La-Nett for her special care of Lars. A special thank you to our friend Larry Shelton for being there and helping with Lars. Eugene Lester Gross, 73, of N. Ft. Myers Fla., went home to be with Our Lord on April 21, 2016. Born February 5, 1943, in Niagara Falls, N.Y., to Howard C. Gross and Blanche P. Gross, who preceded him in death. Eugene served 7 years in the US Army, 2 tours in Germany and 1 tour in Vietnam. He retired from pipeline construction and moved to Florida in 2003 when he married Verna K. Crawford Russell. Surviving besides his loving wife, Verna, are stepsons: James Russell, Sr., Joseph Russell (Tina), grandchildren, Alyssa N. Grant (David), Vitoria Kay Hall (Jon), Greg Russell, Sr; great-grandchildren Greg Russell Jr. and Braiden Grant all of Ft. Myers, Fla.; Brothers: James W. Gross, Sr., Monroeville, Pa., Richard A. Gross, Roswell, N.M., Ronald L. Gross (Kathy), Shinglehouse, Pa., Robert D. Gross, Sr., (Judy), Lee A. Gross, all of Coudersport, Pa. and one sister Sandra L. Bajsec (Michael), Leetsdale, Pa. and many loving nieces and nephews. James Milton “Runt” Henderson, age 94, of Broken Arrow, Oklahoma passed away Saturday, May 7, 2016. James was born November 21, 1921 in Finley, Oklahoma to the late William O. Henderson and Vandelia Addeline Brandenburg Henderson. James graduated from Electra high School in 1938.

OBITUARIES He and Shirley Wayne Ward were married February 17, 1944 in Houston, Texas. She preceded him in death on April 14, 2003. James was self-employed for fifty years as a pipeline welder. He lived in Fremont, Nebraska from 1960 until 1974 when he moved to Okmulgee, Oklahoma. James was a member of the First Baptist Church of Okmulgee. He also was a Mason for thirty five years and was a Shriner for fifty-two years. Survivors include four daughters, Sharon Bassarab and husband, Joe of Woodbridge, Virginia, Linda Jenkins and husband, Steve of Lincoln, Nebraska, Candy Henderson of Broken Arrow, Oklahoma, and Kimberly Henderson of Littleton, Colorado; eleven grandchildren; and thirteen greatgrandchildren. Roger "PaPa" McKinney, 83, of Odem, Texas went home to be with his Lord and Savior on Friday, May 13, 2016. Roger was born in Nacogdoches County, Texas on July 3, 1932 to Roger Sr. and Erlene (Crisp) McKinney. He was a member of the Class of 1951, Nacogdoches High School and a member of the Parkside Church of God in Corpus Christi. On July 28, 1951, Roger married his high school sweetheart, Christine Champion. He worked for Gulf Iron Works as a structural welder before serving in the United States Army at Ft. Bliss, Texas from 1953 to 1955. After his military service, Roger spent the next 40+ years providing for his family as pipeline welder and inspector across Texas. It was once mentioned that the only two things that Roger couldn't weld together was rope or a broken heart, but that he could mend either with time. When he wasn't working, Roger enjoyed vacationing to the Frio River with family and touring the country with his travel trailer and on his Honda Aspencade motorcycle. Papa retired from pipelining to his farm in Odem, Texas where he opened and operated a welding & small engine repair shop for a short time. He spent the remainder of his years spoiling & teasing his grandchildren & great-grandchildren, providing maintenance for the grounds and facilities at Camp Amigo on Lake Corpus Christi, traveling from Odem to Nacogdoches to spend time with family and friends, tending to his farm and garden, and working on a never ending honey-do list for his wife. Roger was preceded in death by his parents. He is survived by his beloved wife of 65 years, Christine; two children, a son, Mitchell "Butch" McKinney, and a daughter, LaRue (Ralph) Stephens, both of Odem, Texas; three grandchildren, Lori (James) Sisson, Rory (Sarah) Stephens, and Casey (Bobbie) Kite; and three great-grandchildren, Christine Grace, James Garret Sisson and Roger Glenn Stephens.
Boyd L Minnis, 89, died peacefully with his family by his side at The Holiday Nursing Home in Manville. He was a pipeline welder and a proud member of the 798 Pipeliners Union for sixty years. He was the beloved husband of 69 years to Dorothy (Hansen) Minnis. Born in Meadville, PA, he was the son of the late Clement and Laura (Stainbrook) Minnis. Boyd spent his time between Elsworth, ME and wintered in Sebastian, FL for many years. He is survived by his wife Dorothy; his sons, Brian Minnis of Burrillville, Larry Minnis of North Smithfield, David Minnis of St. Albans, ME; his daughter, Linda White of Upton, MA; and his brother David Minnis of Meadville, PA. Boyd also leaves eleven grandchildren and five great-grandchildren. James Michael "Mike" Tucker, 57, of Clyde, passed away Saturday, April 30, 2016, in an Abilene hospital. Mike was born November 1, 1958, in Abilene to James Barton and Sandra Lee Floyd Tucker. He graduated from Clyde High School and was a pipeline welder. Mike was a self employed welder, working for many different companies on the pipeline. He was a member of the Catholic Church. Mike is survived by his wife, Jamie Tucker of Clyde; one brother, David Tucker, and wife Jeanny of Corpus Christi; and one sister, Cynthia Denise Lane Tucker of Dallas. Memorial services for Michael Lee Kinney, 58, of Wilson, were held March 19, 2016. Michael Lee Kinney was born Aug. 31, 1957, in Yale, Oklahoma, to Jimmie "Jim" Kinney and JoAnn Gray Kinney. He departed from this life Saturday, March 12, 2016, in Pasadena, Texas. Mike was raised in San Angelo, Texas, where he attended school and graduated from San Angelo Central High School in 1975. He was on the swim team and a member of Central High School Chorale. Mike was baptized and received his confirmation at the age of 13 into First Methodist Church of San Angelo, Texas. He was employed with Kinder Morgan as construction manager on Splitter Project in Galena Park, Texas, at the time of his death. The most precious thing in his life was his daughter, Karli and spending time with her was his most enjoyable time. He had a great love for music, picking the guitar and singing. He enjoyed collecting Indian and Western art. He also enjoyed hunting and fishing. Mike was preceded in death by his grandparents, Cecil and Alma Kinney, Oscar and Lizzie Gray; and by his sister, Renata Kinney Pinkston. He is survived by his parents, Jim Kinney and JoAnn (Gray) Kinney of Wil-
son; daughter Karli JoAnn Kinney of Wilson, a student of Lone Grove High School and her mother, Belinda Tatum of Wilson; Belinda's son, Clinton Rich of Ardmore and T.J. Jordan of Admore. Clarence Edwin Kull, age 88, of Odessa, Texas, passed away on April 23, 2016 in Odessa. Ed was born January 4, 1928 in Paynsville, Mississippi, to Jacob Ira and Ira Odell Kull. Clarence was raised in various places, and in 1947 he joined the Marines. He retired as a pipeline contractor after many years. After retirement Ed served as Vice President of Kermit State Bank, served as Executive Director of Rocky Mountain Pipeline Contractor Association. In the early 50's Ed served on the Odessa Police Force, he had many different and enjoyable jobs in his life and had only good things to say about the organizations he worked with. He was also a member of Asbury United Methodist Church for many years. He and Mary did Meals on Wheels and Ed helped raise funds for the YMCA, and Ed was a strong supporter of Various missions in the Odessa area. He is preceded in death by stepbrother Joe Don, stepdad Ted, mother Anna Odell, son Kerry, daughter Hopie and Maggie. He is survived by wife Mary, sister Andi Bernat, stepdaughter Jamie, stepson Wendall and wife Kathy 15 grandchildren and numerous extended family he loved very much. Don Ward passed away Friday, March 25, 2016. He was born on June 18, 1933. Don was an Army veteran of the Korean Conflict. He was a member of Phelps Masonic Lodge No. 482, El Hasa Shrine and American Legion Post No. 126. Don is preceded in death by his wife of 29 years, Grace Louise McClurg Ward, who passed away July 17 1985; three sons, Tim Ward of Morehead, KY, Mike Ward of Middleburg, FL and Steve Ward of Needville, TX; and two daughters, Kriss Ward of Sugar Land, TX and Terrie Ward of Morehead, KY. Don drove a lowboy for Laney’s and Sunbelt ( JW Gully) and many others. He was a teamster for many years. He loved to pipeline and never missed a day of work. Charles "Charlie" E. Sabel, age 62 of Mt. Calvary, passed away peacefully, Sunday, May 22, 2016 in Fond du Lac, WI. He was born June 5, 1953 to the late Edwin J. and Valeria (Holzmann) Sabel. Charlie attended Campbellsport High School and graduated in 1971. He worked at Michel's Pipeline until his retirement. Charlie was a member of St. Isidore Parish-Holy Cross Church in Mt. Calvary and a former member of Mt. Calvary Volunteer Fire Department.
