OPENING DATE: 07/07/14 CLOSING DATE: 07/21/14 11:59 PM JOB DESCRIPTION: This position will function as the ITS 15 expert specialist for the Technical and Application Infrastructure in the Community Health Automated Medicaid Processing System (CHAMPS) and Illinois Michigan Program Alliance for Core Technology (IMPACT) program areas. The specialist is the multi-disciplinary authority responsible for design, planning, implementation and support of SOM infrastructure for the IMPACT and CHAMPS programs and interfacing systems. This position will work with appropriate personnel to ensure that all solution application, database and middleware environments are secure, reliable, scalable and able to accommodate vast amounts of data and application transactions. Additionally, this position will be involved in understanding client Agency’s business objectives and aligning information technology architecture to support these objectives. This position will provide technical leadership, guidance and direction to DCH Medicaid Application Teams, DBAs, Web/Middleware Administrators and Infrastructure teams for all IT projects in the program scope and interfacing systems. This position will provide technical expertise to DTMB Enterprise Architecture Core Team, DTMB managers and directors. The CHAMPS is an automated information system that was implemented by the Department of Community Health (DCH) and the Department of Technology, Management, and Budget (DTMB) in October 2009 for the processing of Medicaid claims and payments. CHAMPS provides contract management and payment processing for managed care services, behavioral health services, inpatient and outpatient hospital services, physician services, maternity services, mental health care, and community-based home care services. CHAMPS also provides financial evaluation management reports for these service providers. Further, the DCH data warehouse allows DCH to perform ad hoc analysis and research of available data for fraud detection, service utilization, and other management reports. In August 2011, the U.S. Department of Health and Human Services Centers for Medicare and Medicaid Services certified that CHAMPS met federal requirements for a Medicaid Management System. In fiscal year 2011-12, CHAMPS processed $11.2 billion in expenditures. The IMPACT is an innovative inter-state initiative between the Michigan Department of Community Health (MDCH) and the Illinois Department of Healthcare and Family Services (IHFS), whereby MDCH will provide Medicaid Management Information System (MMIS) services to IHFS. This collaboration is the first of its kind and has high visibility not only within the respective states but also with the Federal Center for Medicaid and Medicare Services (CMS). CMS views the IMPACT Program as a proof-of-concept that, when proved successful, will be expanded to include other states. In the anticipated model, MDCH becomes a regional MMIS service provider to other states. The IMPACT Program includes all of the activities necessary to allow IHFS to implement the MDCH MMIS system, known as CHAMPS. It also includes those activities necessary to modify the underlying technology and architecture to support a multi-tenant version of CHAMPS. These multi-million dollar systems require an ITS15 Solution Architect for enterprise policy and process development, system hardware and software architecture, Audit and Security planning, capacity planning, implementation and support. KNOWLEDGE, SKILLS, AND ABILITIES: · Advanced knowledge of database management and administration methods, data integrity, security, high availability and disaster recovery concepts. · Advanced knowledge of Medicaid systems architecture. · Advanced knowledge of enterprise service bus messaging and message integration. · Advanced knowledge of Software Development Life Cycle (SDLC) methodology. · Advanced software development skills utilizing Java or .Net platforms for Web, Client-Server and/or Mobile solutions. · Advanced knowledge of Service Oriented Architecture (SOA). · Advanced knowledge of SQL or PL/SQL, strong experience with database components, tools, packages, stored procedures, functions and triggers. · Working knowledge of UNIX, Linux or Windows Operating Systems, network administration and security. · Advanced knowledge in database and application design and modeling. · Ability to be organized, creative, adaptable to changing priorities, and dedicated to the security and data management responsibilities of the position. · Strong skills to analyze multiple system architectures and highly complex points of system interaction. · Strong skills to effectively communicate complex system architecture details and issues to both technical and business audiences. · Ability to plan, resource and lead highly complex projects with broad scope and high impact to Agency business. · Ability to quickly learn and implement new technologies and procedures. · Ability to work collaboratively and establish and maintain good rapport with agency staff at all levels.
