Introduction In the ever-evolving landscape of aviation, proactive safety management is not just a regulatory requirement—it’s a critical foundation for operational excellence. As airlines increasingly adopt comprehensive Safety Management Systems (SMS), one key initiative continues to stand out: the Aviation Safety Action Program (ASAP). This program, central to SMS effectiveness, empowers aviation professionals to report safety concerns voluntarily without fear of reprisal, creating a culture of transparency, accountability, and continuous improvement. In Part 5 of OmniSMS series on SMS for airlines, we delve into the Safety Management System Voluntary Program (SMSVP), an FAA initiative designed to enhance safety through industry collaboration. Within this framework, the Aviation Safety Action Program plays a pivotal role in bridging front-line experience with strategic decisionmaking.
What is the Aviation Safety Action Program? The Aviation Safety Action Program (ASAP) is a voluntary, non-punitive reporting system that allows airline employees—including pilots, flight attendants, dispatchers, and mechanics —to report safety-related incidents or concerns. These reports are typically reviewed by an Event Review Committee (ERC) composed of representatives from the airline, FAA, and employee labor groups. Together, they evaluate reports, identify root causes, and implement corrective actions when needed.
ASAP and the SMSVP The Safety Management System Voluntary Program (SMSVP), highlighted by the FAA, formalizes the integration of programs like ASAP into a broader SMS structure. This means that data collected via ASAP is no longer siloed —it informs risk assessments, trend analyses, and safety assurance processes across the organization. The synergy between ASAP and SMSVP strengthens an airline’s ability to identify and mitigate hazards early.
