Abstract In this work we refer to a theoretical construction of democratic governability situated within the context of political transition. Our analysis sets out from a differentiation between the concepts of political regime and political system, since they refer to different problematizations. For instance, there can be a transition within a regime that applies directly to the authority structure's norms or a transition that reaches the political system as well, which implies a transformation in the relationship between State and society. It is in this last phase that the most important innovations occur: those that will facilitate democratic governability.
