The map of Gujarat stands for not only this land of great visionaries like Mahatma Gandhi and Vallabhbhai Patel, but its rich pluralist cultural ethos and its enterprising people whose contribution towards nationbuilding in every field has been immense.
he logo of the Central University of Gujarat is a statement about our vision regarding the transformative and creative potential of education we would like to deploy in Indian society. The open book symbolizes the generation and dissemination of knowledge which the Central University of Gujarat will facilitate through its academic programmes and policies.
By superimposing the Ashok Chakra on the map of Gujarat, framed by the open book, the national character of the Central University of Gujarat is highlighted. The wheel also signifies our commitment to truth, creativity, progress and the dynamism of a peaceful change.
The rays of the sun that beam out of the open book suggest the enlightening effect of knowledge on society. Gujarat is in the forefront of industrialization in India. The fiery rays also represent natural oil and gas gushing forth from the depth of the earth, and in turn the energy that accelerates the momentum of industrialization.
The colour blue is associated with the vast sky. Its elemental nature is a reminder that the sky is the limit for us in the pursuit of knowledge and excellence. The colour of the rays also represents the natural oil that keeps the wheels of development moving

Vice-Chancellor’s Message faculty combining maturity of experience with young talent. The selection of teachers on contract was through an open seminar where all applicants were present throughout the presentations and discussions. The University has acquired a bus which will connect our temporary campus with other major educational and research institutions of Ahmedabad, facilitating interactions and dialogues. We established a well-equipped Chemistry laboratory in the very first year and in the second year, we have acquired some of the most vital equipments for advanced research in Life Sciences and Chemical Sciences. The quality of research in these departments is bound to have a boost with the arrival of instruments like 500 MHz NMR, LC-MS-QTOF, FTIR, HPLC – (nano-LC), GCMS, DSC, Anton-paar, CHNS/O Analyzer, Survismeter etc. We have initiated interdisciplinary academic programmes such as Science, Society and Development, Comparative Literature and Internal Security. In the second year, we have also gone in for innovative programmes like Social Management which will combine the best elements of Social Work and Business Management along with emphasis on field work. We follow the Semester System and Choice-based Credit system that has built-in provisions for auditing courses outside one’s own discipline of study. Interactive teaching has ensured the participation of students in the class room. There is also a component of compulsory project work. The boundaries between disciplines are kept permeable and porous with the result that a climate of active dialogue is encouraged among natural sciences, humanities and social sciences. Through teaching and research, we would try to inculcate academic virtues among the students like scientific scrutiny, logical questioning and critical evaluation which would make them responsible citizens, national asset and cultural ambassadors of Gujarat state. We would like to put on record the support and cooperation received from the Government of Gujarat particularly the Ministry of Higher Education at every stage. This report gives me an opportunity to place before you what we have been striving to do in our institution. We are open to suggestions, criticism and comments

entral University of Gujarat is one of the fifteen Central Universities established in the year 2009, by an Act of Parliament (25 of 2009). Establishment of Central University of Gujarat is a part of the second wave of expansion of Indian higher education when the focus has shifted from the creation of an industrialized society demanding skills to a knowledge society that stresses multiple competencies. The mandate of the University is to provide access to quality higher education with equity and equality as well as its relevance in life. No country can sustain its level of growth and development without continually upgrading the quality of human resources and setting new goals of excellence. The larger goal of nation building demands a higher education system that can set high scholastic standards of teaching and research, along with strict adherence to the values of democratic norms and high ethic standards. During its one year of existence, our University has started functioning from its temporary premises in the Sector 30 of Gandhinagar in Gujarat. Three courses commenced during this year, all research programmes in the form of integrated M.Phil/Ph.D courses. As we write this report we have expanded our academic programmes to ten, out of which three are Post-Graduate programmes, one is a five-year integrated programme and the remaining six are M.Phil/Ph.D integrated programmes. During the first year of its academic existence, our focus was getting in place the primary facilities like a library with more than 5000 books worth more than a crore, a cyber library with inflibnet facility and WIFI connectivity. Our classrooms are equipped with LCD projectors and Air Conditioners. We have a dedicated

Our Vision and Mission
T
he Central University of Gujarat aims to establish itself as a centre of excellence with social commitment, integrating modern, scientific and technological skills with fundamental human ethos and values. As it enters the twenty first century, India needs to scale new heights in scientific advancement without losing sight of its rich cultural heritage and pluralistic ethos.
Our mission is to provide access to quality education that will shape our students into creative and competent individuals. We would like to provide the congenial environment necessary for tackling emerging innovations, technological challenges and international competitiveness. Students should acquire qualities of leadership in thought and action that would enable them play a role in nation building.
The development of human resources is the primary objective of our university. This will be achieved by setting high standards of teaching and research, emphasizing the development of skills, competence and character. It will be the endeavour of the Central University of Gujarat to sensitize students to the needs of the society and inculcate in them a sense of values and responsiveness that would make them responsible citizens.
Our commitment to knowledge creation also involves balancing the entrepreneurial and scholastic abilities of students in service of wealth and prosperity of the country as well as peace and happiness of human beings. Our University would facilitate dialogue between cultures and communities to broaden the outlook of human beings and create a participatory space of discussion and mutual understanding

Introduction
T
The University made steady progress during the period covered in this report. Academic initiatives and engagements were the principal components of this growth. Chief among such activities were admissions for the first academic year 2009–10; series of meetings to design syllabi for the academic programmes sanctioned by the University Grants Commission (UGC); seminars by visiting faculty members and scholars; visits by the University’s faculty members to other academic institutions to conduct seminars and attend conferences; and successful celebration of a week-long cultural-cumsports programme to commemorate the first annual day of the University, which fell on 3 March 2010
his Annual Report of the Central University of Gujarat chronicles the period from 1 April 2009 to 31 March 2010. The first Annual Report of the University covered the period from 3 March 2009 – when the Central University of Gujarat came into existence – to 31 March 2009. It was placed before the Executive Council under item no. 23, at its meeting held on 16 January 2010. The report was approved by the Council. The University witnessed intense and productive academic and administrative activities during the period of this report. The first stage was the setting up of the University’s interim campus. This came about with the allotment of a primary school building and its campus to the University in Sector-30, Gandhinagar. The premises were handed over on 5 September 2009. The University received active support of the CPWD in reworking the place. Academic activities of the University began on 9 September 2009.

T
he UGC had sanctioned three academic programmes of M.Phil/Ph.D (integrated) for the University, namely, (1) Science, Society and Development, (2) Comparative Literature, and (3) Internal Security. An Admission Committee began functioning from the Vice-Chancellor’s residence even before the temporary campus was allotted. Entrance examinations were held in all the major cities of Gujarat and the students who cleared the entrance tests were called for interviews. Based on their performance in the test and the interview they were selected for the various courses. The intake of the students for the various programmes is shown below:

In addition to the above, the UGC had also sanctioned two Post-graduate programmes at the level of M.A., namely (1) Politics and Governance, and (2) Society and Development. But, due to lack of response these programmes could not be started.

Syllabus Committee and Adhoc Board of Studies Meetings
F
or any academic programme to make an impact on society, it is necessary to frame the curriculum incorporating the most advanced components. The Central University of Gujarat was fortunate in receiving the counsel of the leading experts in each field while framing the syllabus. An initial meeting of the Academic Council laid the broad foundation for the academic programmes. Subsequently, experts in each subject met and framed detailed syllabus in each discipline, keeping in mind the interdisciplinary character of the subjects. A series of meetings were conducted to finalize the syllabi for various courses proposed to be offered during the year 2009–10 and 2010–11. The details of these programmes are given below:

he Central University of Gujarat has supplemented classroom teaching by a series of seminars by a wide range of experts in the field. Annual Day Celebrations
C
ultural activities are means of bringing people together and sharing values and experiences. The Central University of Gujarat used this forum effectively in its Annual Day celebrations to put up a spectacular show. The annual day celebrations of the University were held on 03.03.2010 to commemorate the day the University was established namely third March of 2009 with the first Vice-Chancellor Prof. R.K. Kale assuming office. The celebrations began with a series of sports events like cricket, volleyball, caroms, chess, table tennis, etc. This was followed by a grand cultural event on thirteenth March, 2010 in which items like songs, skits, one act play, classical dance, etc. regaled a large audience that included non-teaching staff and local residents from around the University. The celebrations were inaugurated by the Vice-Chancellor. The students, some of whom have never had prior exposure to the stage before, actively participated in the cultural programmes. The celebrations made the Central University of Gujarat visible locally and showcased its talents. It marked a moment of great satisfaction for students and their parents many of whom travelled long distance to be present on the occasion

D
uring the period under report, equipments to set up the research laboratory were procured for the School of Chemical Sciences under the guidance of Prof. Man Singh, who joined the University as Professor of Chemistry on deputation from Delhi University. Sophisticated equipments were identified and procured through the two-bids tendering process
Video-Conferencing and ICT Facility
T
he Central University of Gujarat has state of the art connectivity facilities. Ten mbps dedicated optical fibre was laid by BSNL, in order to facilitate video-conferencing and ICT facility in the University. The campus of the University is fully Wi-fi connected. These facilities will be fully functional in the next academic session i.e. 2010–11

Library INFLIBNET Facility
T
he Central University of Gujarat has access to the INFLIBNET facility provided by the University Grants Commission. This has enabled accessibility to a large number of e-journals in the library. This facility is being progressively enhanced to include new e-journals in a large number of academic/research areas

he University has set up a cyber library with 25 computers. This has proved a valuable resource for research students. This library facility is accessible from 09:00 A.M. to 09:00 P.M. for the students and faculty members

he Central University of Gujarat has set up a library that has acquired about two thousand books in its first year of existence. The library subscribes to more than twenty journals and fifteen news papers in Gujarati, English, Hindi and Marathi. In addition to the above faculty members and administrative staff, the University inducted personnel on contract at various levels. They were recruited mostly through State Government Employment Exchange, pending regular appointments, against the sanctioned posts. SECURITY AND SANITATION The security of the University premises and the guest house is managed by a private security agency. The agency was hired on the basis of their performance of work with Gujarat University, Ahmedabad, where they have been providing satisfactory security service. The same agency has been engaged to provide security at the Vice-Chancellor’s residence. The University is also aware of the need for hygiene and sanitation on its premises. The services of contract personnel were enlisted to regularly attend to the sanitation needs of the University, the guest house and the Vice-Chancellor’s residence.

he UGC has sanctioned two posts of drivers during this period. One staff car has been procured for the use of the Vice-Chancellor and another car is being procured to be used for the official trips of the statutory officers who are expected to join the University in due course
W
ith the objective of streamlining the academic and administrative regimes, eleven Academic Ordinances were put in place through wide-ranging consultations and meticulous drafting by experienced experts in the field. These were approved by the Executive Council on the recommendations of the Academic Council. In addition, a few statutory amendments/additions have also been approved by the Executive Council on the recommendations of the Academic Council and these are awaiting the assent of the Visitor. The Executive Council has also approved an Ordinance providing for the Rules for Recruitment of the first set of 30 non-teaching positions sanctioned by the UGC. I
n order to provide residential accommodation for the visiting faculty, a four bed room house, near the University campus, has been hired on lease basis. This accommodation had been partially furnished by the land lord. Some additional items like the Air Conditioners, crockery for the kitchen etc. were provided by the University. This has resulted in substantial savings in meeting the requirement of accommodation for visiting faculty, guests and the members of the various academic and administrative committees
