Key Qualifications Dr. Donald Mmari is an economist, development researcher and practitioner, and management consultant. He has over eighteen years of experience in policy research; institutional development; policy formulation; corporate governance; and strategic planning. He has worked in; inter alia, policy research areas; business and management advisory industry; academia; financial services. He has led the teams of professionals on various assignments commissioned by the government of Tanzania, development partners, international organizations, and business enterprises. He has developed invaluable multidisciplinary skills for institutional development, project management, governance and strategic planning for both public institutions and private enterprises. Summary of employment record At REPOA: from Nov. 2011 to-date; holds the position of Director of Research on Growth and Development responsible for coordinating the design and implementation of the institution’s research programme on growth and development and providing leadership and managerial support to the institution. - From February 2009 to Feb 2010, held the position of Director for Strategic Research responsible for coordinating the design and implementation of the institution’s strategic research. -From July 2001 to 2007, held the position of Coordinator for Commissioned Research, responsible for coordinating the design and implementation of the institution’s commissioned research and managerial duties in support of the office of the Executive Director. At Arcadis Euroconsult (Netherlands): Jan-June 2001 held the position of a Business Development Economist to the Smallholders Dairy Support Programme (SDSP) implemented by Arcadis Euroconsult, responsible for providing technical support to small entrepreneurs in the dairy subsector in the targeted project areas. At Tanzania Securities Limited (Tanzania) 1995-1996 Operations Manager, responsible for management of financial asset portfolio; advisory services on risk management and corporate finance; and pioneer in the initial development of the Tanzania’s capital and securities market. Policy Engagement, Business Advisory and Corporate Leadership Involved extensively in policy dialogue and development in Tanzania and globally. This includes coordination of Secretariat for the Research and Analysis Working Group of the National Poverty Monitoring System (2001-2012); Member of the Review Teams of Poverty Reduction Strategy (2004) and the National Strategy for Growth and Poverty Reduction I (2010); Member of the Inter-institutional Technical Committee on Millennium Challenge Account Tanzania I (2006) and II (2013-15); and REPOA Team Leader that supported development of Tanzanian Natural Gas Policy.
