FM 1626 South improvements The portion of FM 1626 from FM 967 to FM 2770 will be improved to include five lanes with a continuous center turn lane and shoulders. As of December, the section from FM 2770 to south of Cole Springs Road is complete. Crews are drilling holes for the columns that will support Onion Creek bridge, and construction of Mustang Creek bridge is ongoing. Timeline: November 2016-late 2018

Sessom Drive improvements The $2.5 million project that includes the rebuilding of the intersection of State Street and Sessom Drive, stabilizing erosive conditions in Sessom Creek and adding sidewalks from Aquarena Springs Drive to North LBJ Drive is about 75 percent complete. Bad weather pushed the completion date back, according to San Marcos Senior Engineer Shaun Condor. The project is being completed in partnership with the city of San Marcos, the Capital Area Metropolitan Planning Organization and Texas State University. Timeline: Spring 2017-February

North Burleson Street improvements North Burleson Street in Kyle will be widened to three lanes total from Lockhart Street to the new Marketplace Avenue extension, with sidewalk gaps filled in the west side of the roadway and a threelane extension to the I-35 southbound frontage road. North Burleson will also be reconstructed to include two lanes from Miller Street to Lockhart. Construction will start following council approval, tentatively in August. Timeline: August-February 2019
SH 45 SW construction Work on the more-than-$100 million fourlane toll road project between MoPac and FM 1626 is ongoing. Contractors began pouring concrete on the decks during the second week of January after drilling for the Bliss Spillar bridge was complete. Work on the shared use path between Escarpment Boulevard and Archeleta Boulevard is ongoing. Right of way is currently being cleared for the placement of electric lines between two stormwater ponds. The project will feature two lanes in each direction. Timeline: Late 2016-late 2019

Aquarena Springs Drive overpass When completed, the $20.7 million overpass near Texas State University will feature two travel lanes in each direction as well as access roads on both sides of the overpass. Work on finishing the bridge decks, adding stone veneer to retaining walls and columns and extending the detention pond near the city of San Marcos event center is ongoing. I-35 at Posey Road interchange The project consists of replacing the existing interchange configuration with a new I-35 mainlane bridge over a reconstructed Posey Road. The project also inlcudes intersection improvements, new U-turns, ramp reversals and converting two-way frontage roads to one way. According to TxDOT spokesperson Diann Hodges, the $30 million project is set to go out to bid for construction in August. Timeline: late 2018/early 2019-late 2020/ early 2021

The overpass costs $11.6-million. Local projects underway to curb flooding
Cities dedicate funding, more efforts to mitigating recurring problem

There is no longer such a thing as the storm of the century. That is according to an October study by the Proceedings of the National Academy of Sciences, which shows that storms of Harvey’s magnitude are more likely to occur as climate change progresses. As many cities in Texas continue to rebuild after Hurricane Harvey, and as cities in Hays County continue to recover from two historical 2015 floods as well as a handful of other rain events that caused damage over the years, the obvious questions by area officials and residents are, “When will this happen again?” and “What are we doing about it?” "We need to recognize that it is going to be a new normal. It will be new and different normal for this entire region," Gov. Greg Abbott said during a press conference about Hurricane Harvey on Aug. 28 as hundreds of Texans evacuated their flooded homes. ADAPTING TO THE NEW NORMAL
According to the study, produced by MIT professor Kerry Emanuel, Texas had a 1 percent chance of experiencing rainfall of Harvey’s magnitude for any given year between 1981 and 2000. By the end of this century, the annual probability of Hurricane Harvey’s record rainfall returning to Texas will rise to 18 percent, if the growth of greenhouse gas emissions to the atmosphere continues unmitigated. No stranger to heavy rainfall, Hays County sits in an area of Central Texas nicknamed “Flash Flood Alley”, where the Balcones Escarpment—which extends from Waco to Del Rio—marks the beginning of the Hill Country to the west. “Because of [the Balcones Escarpment’s] location we're just going to see—because of the clash of the moisture from the gulf and the weather patterns to the west—rain is just going to keep trailing up the Balcones Escarpment and basically just wring itself out right over the Hill Country,” John Nett, an engineer with the city of Buda, explained. Over the past several years, cities that straddle Flash Flood Alley have identified ways to deal with
the new normal, although engineers say no amount of mitigation and prevention can predict a flood like Harvey, even with experts’ forecasts of higher occurrences. ONGOING PROJECTS
Efforts are underway in San Marcos to mitigate the chances of a Harvey-esque flood in the future. Hurricane Harvey was considered—by some reports—a 1000-year flood, which means it had a .1-percent chance of occuring. The standard in San Marcos is for the city storm drain system to be able to carry the amount of rainfall that comes with a 25-year storm—a four-percent chance of occurrence in any given year—according to San Marcos Director of Engineering Laurie Moyer. She said the city wants to be able to carry up to a 500-year event within either the stormwater system or the right of way. “There's a whole bunch of the city that was built way before we tried to have this standard,” she said. The city has developed more stringent regulations for what can be built in the flood plain. In addition, the city recently increased the elevation at which residential structures must be built from 1 foot above the 1-percent flood level to 2 feet above that level. In September, San Marcos City Council approved a 15-percent drainage utility rate increase to pay for $66.1 million in drainage improvement projects over the next five years. Moyer said in 2018, city staff will examine the way drainage utility rates are calculated and determine whether there’s support for changing it, possibly to a structure such as the one the city of Austin uses. Austin calculates rates individually for each property based on the amount and percent of impervious cover rather than based on their lot sizes, which is how San Marcos currently calculates the fee. Meanwhile, five projects—outlined in the map to the right—were prioritized to be completed using $33.8 million in federal disaster recovery funding San Marcos received following the 2015 floods. In Buda, work is ongoing on the drainage projects

approved by voters in 2014. The projects are currently in the design phase, according to Nett. Buda City Council in December approved an agreement with Water & Earth Technologies, Inc., to purchase equipment—with the help of a $585,780 TWDB grant—that will monitor precipitation, stream levels, and rising water at five designated low-water crossings. The project will be completed by Aug. 31, according to a news release. Soon, cities along I-35 and Hays County will also have updated Federal Emergency Management Agency flood plain maps that show where it is risky to build for fear of flooding. The map appeal process, which starts Jan. 24, gives property owners and officials a chance to dispute certain parts of the map, such as sizes of lots and street names. WHAT WE REPORTED Ground broke on the community—consisting of 1,000 single-family homes and 850 multi-family homes—in early 2017. Commercial, retail and park space is also slated for the community, as well as San Marcos CISD’s newest elementary school, which is yet to be named. The mixed-use development will be located off I-35 on Posey Road. THE LATEST Trace received Planning and Zoning commission approval for its final plats in November and finished paving the first 75 lots in the same month. Trace’s first two builders, Pace Setter Homes, one of Trace's builders, will open its sales trailer on Jan. 20. Buffington Homes will open its sales trailer at the end of January. WHAT’S NEXT Caren Williams-Murch, vice president of High Pointe Communities’ Austin division, said construction on model homes began in January, and the first homes should be move-in ready by March. Construction for the new elementary school will break ground this spring. Design for the school is ongoing, and the San Marcos CISD board of trustees is expected to select a name for the school sometime later this year.

TEXAS STATE UNIVERSITY UPDATES MASTER PLAN
WHAT WE REPORTED In August, Texas State University regents approved the university’s master plan for 2017-27. The plan seeks to address what the university is anticipating as 1.5 percent annual growth at the undergraduate level and 3 percent annual growth at the graduate level in the coming years. The university plans to build a second pedestrian overpass over Comanche Street. The plan also is forecasting an increase in capacity for the Student Center and Student Health Center. Parking will be addressed with three additional parking garages so students can continue parking on the outdoor edges of campus with faculty and staff parking in internal lots. THE LATEST Construction on the $120-million engineering and science building, Bruce and Gloria Ingram Hall, is approximately 56 percent complete. University spokesperson Jayme Blaschke said the project is facing a delay because steel is not readily available after Hurricane Harvey. The university aims to have the project complete in time for students’ arrival this August. WHAT’S NEXT Projects that will be under construction by the summer include the Blanco Residence Hall Renovation, the Albert B. Alkek

WHAT WE REPORTED In July, the Texas Water Development Board committed to giving $213 million to the Alliance Regional Water Authority—formerly the Hays Caldwell Public Utility Agency—to supply up to 27 million gallons of water per day to high-growth areas along the I-35 corridor between Austin and San Antonio by 2023. In August, the city of Buda agreed to pay $10.86 million of the total project cost, Kyle $60.12 million, San Marcos $76.52 million and the Canyon Regional Water Authority $65.92 million.

WHAT WE REPORTED Kyle City Council approved a development agreement with PGI Investments, LLC, for its 47-acre property at Yarrington Road and IH-35 on Oct. 4. In 2016, the city considered turning the land into a large truck stop, but the proposal was struck down after residents voiced their concerns. Kyle will reimburse PGI Investments with $5.2 million to construct a new roadway through the property and install water and wastewater improvements. THE LATEST According to Kyle City Planner William Atkinson, the property is currently in its preliminary plan and designs for lots, roads and detentions ponds are still being drafted. There are no potential companies lined up at the moment, but the intent of the project is to have a mix of restaurants, stores, hotels, office space, a gas station and an anchor department store, according to the development agreement. WHAT’S NEXT Diana Blank-Torres, Kyle director of economic development, said Jan. 10 PGI investments is leaning toward building the infrastructure for the area and then selling the entire property at the starting price of $7 million.
