Menurut International Federation of Accountants (dalam Regar, 2003) yang dimaksud dengan profesi akuntan adalah semua bidang pekerjaan yang mempergunakan keahlian di bidang akuntansi, termasuk bidang pekerjaan akuntan publik, akuntan intern yang bekerja pada perusahaan industri, keuangan atau dagang, akuntan yang bekerja di pemerintah, dan akuntan sebagai pendidik. Dalam arti sempit, profesi akuntan adalah lingkup pekerjaan yang dilakukan oleh akuntan sebagai akuntan publik yang lazimnya terdiri dari pekerjaan audit, akuntansi, pajak dan konsultan manajemen. Profesi Akuntan biasanya dianggap sebagai salah satu bidang profesi seperti organisasi lainnya, misalnya Ikatan Dokter Indonesia (IDI). Supaya dikatakan profesi ia harus memiliki beberapa syarat sehingga masyarakat sebagai objek dan sebagai pihak yang memerlukan profesi, mempercayai hasil kerjanya. Adapun ciri profesi menurut Harahap (1991) adalah sebagai berikut: 1. Memiliki bidang ilmu yang ditekuninya yaitu yang merupakan pedoman dalam melaksanakan keprofesiannya. 2. Memiliki kode etik sebagai pedoman yang mengatur tingkah laku anggotanya dalam profesi itu. 3. Berhimpun dalam suatu organisasi resmi yang diakui oleh masyarakat/pemerintah. 4. Keahliannya dibutuhkan oleh masyarakat. 5. Bekerja bukan dengan motif komersil tetapi didasarkan kepada fungsinya sebagai kepercayaan masyarakat. Persyaratan ini semua harus dimiliki oleh profesi Akuntan sehingga berhak disebut sebagai salah satu profesi. Perkembangan profesi akuntansi sejalan dengan jenis jasa akuntansi yang diperlukan oleh masyarakat yang makin lama semakin bertambah kompleksnya. Gelar akuntan adalah gelar profesi seseorang dengan bobot yang dapat disamakan dengan bidang pekerjaan yang lain. Misalnya bidang hukum atau bidang teknik. Secara garis besar Akuntan dapat digolongkan sebagai berikut: 1. Akuntan Publik (Public Accountants) Akuntan publik atau juga dikenal dengan akuntan eksternal adalah akuntan independen yang memberikan jasa-jasanya atas dasar pembayaran tertentu. Mereka bekerja bebas dan umumnya mendirikan suatu kantor akuntan. Yang termasuk dalam kategori akuntan publik adalah akuntan yang bekerja pada kantor akuntan publik (KAP) dan dalam prakteknya sebagai seorang akuntan publik dan mendirikan kantor akuntan, seseorang harus memperoleh izin dari Departemen Keuangan. Seorang akuntan publik dapat melakukan pemeriksaan (audit), misalnya terhadap jasa perpajakan, jasa konsultasi manajemen, dan jasa penyusunan sistem manajemen. 2. Akuntan Intern (Internal Accountant) Akuntan intern adalah akuntan yang bekerja dalam suatu perusahaan atau organisasi. Akuntan intern ini disebut juga akuntan perusahaan atau akuntan manajemen. Jabatan tersebut yang dapat diduduki mulai dari Staf biasa sampai dengan Kepala Bagian Akuntansi atau Direktur Keuangan. Tugas mereka adalah menyusun sistem akuntansi, menyusun laporan keuangan kepada pihak-pihak eksternal, menyusun laporan keuangan kepada pemimpin perusahaan, menyusun anggaran, penanganan masalah perpajakan dan pemeriksaan intern. 3. Akuntan Pemerintah (Government Accountants) Akuntan pemerintah adalah akuntan yang bekerja pada lembagalembaga pemerintah, misalnya di kantor Badan Pengawas Keuangan dan Pembangunan (BPKP), Badan Pengawas Keuangan (BPK). 4. Akuntan Pendidik Akuntan pendidik adalah akuntan yang bertugas dalam pendidikan akuntansi, melakukan penelitian dan pengembangan akuntansi, mengajar, dan menyusun kurikulum pendidikan akuntansi di perguruan tinggi. Seseorang berhak menyandang gelar Akuntan bila telah memenuhi syarat antara lain: Pendidikan Sarjana jurusan Akuntansi dari Fakultas Ekonomi Perguruan Tinggi yang telah diakui menghasilkan gelar Akuntan atau perguruan tinggi swasta yang berafiliasi ke salah satu perguruan tinggi yang telah berhak memberikan gelar Akuntan. Selain itu juga bisa mengikuti Ujian Nasional Akuntansi (UNA) yang diselenggarakan oleh konsorsium Pendidikan Tinggi Ilmu Ekonomi yang didirikan dengan SK Mendikbud RI tahun 1976.
Kesimpulan Saya : Saya lebih memilih profesi Akuntan Publik karena saya ingin memperbaiki sistem manajemen di Negara kita supaya tidak terjadi lagi korupsi dan saya ingin memajukan perekonomian di Indonesia Diposting oleh Benq Dihqantama, SE. di 05.36

Senin, 18 Oktober 2010 PERKEMBANGAN PROFESI AKUNTANSI Nama : Beng Dihqantama NPM : 20207204 Kelas : 4 EB 12 Mata Kuliah : Etika Profesi Akuntansi Dosen : Hary Wachyuni Achmad R PENDAHULUAN Data keuangan dan data ekonomi sangat diperlukan seiring dengan kemajuan perekonomian saat ini. Para pemilik atau penanam modal sudah menyebar ke segala pelosok daerah dan operasinya sudah tidak hanya di lingkungan dalam negeri namun sudah meluas hingga ke luar negeri. Modal yang ditanamkan dalam perusahaan harus mendapatkan pengawasan atau pengendalian. Oleh karena itu, mereka sangat memerlukan laporan keuangan yang dapat dipercaya dari perusahaan dimana mereka menanamkan modalnya. Bank-bank melakukan pengawasan dalam pemberian kredit agar uang yang dipinjamkan tersebut selamat dan menghasilkan bunga yang diharapkan. Sehingga mereka sangat memerlukan laporan keuangan guna menilai kemampuan ekonomi para nasabah atau calon nasabahnya. Dalam pasar modal juga sangat diperlukan laporan keuangan bagi perusahaan yang akan go public. Demikian juga pemerintah memerlukan laporan keuangan wajib pajak sebagai dasar penentuan pajak agar lebih obyektif. Pihak-pihak lain seperti calon kreditur, calon investor, serikat buruh, lembaga-lembaga keuangan serta industri lainnya juga sangat memerlukan laporan keuangan. Oleh karena itu laporan keuangan yang disajikan harus mencerminkan keadaan yang sebenarnya, sehingga para pengambil keputusan yang mendasarkan diri pada laporan keuangan tersebut tidak tersesat. Hal itulah yang menjadikan peranan akuntan sangat penting dalam penyajian laporan keuangan. PEMBAHASAN A. Sejarah Awal Profesi Akuntan Profesi akuntan telah dimulai sejak abad ke-15 walaupun sebenarnya masih dipertentangkan para ahli mengenai kapan sebenarnya profesi ini dimulai. Pada abad ke-15 di Inggris pihak yang bukan pemilik dan bukan pengelola yang sekarang disebut auditor diminta untuk memeriksa apakah ada kecurangan yang terdapat di pembukuan atau di laporan keuangan yang disampaikan oleh pengelola kekayaan pemilik harta. Menurut sejarahnya para pemilik modal menyerahkan dananya kepada orang lain untuk dikelola / dimanfaatkan untuk kegiatan usaha yang hasilnya nanti akan dibagi antara pemilik dan pengelola modal tadi. Kalau kegiatan ini belum besar umumnya kedua belah pihak masih dapat saling percaya penuh sehingga tidak diperlukan pemeriksaan. Namun semakin besar volume kegiatan usaha, pemilik dana kadang-kadang merasa was-was kalau-kalau modalnya disalahgunakan oleh pengelolanya atau mungkin pengelolanya memberikan informasi yang tidak obyektif yang mungkin dapat merugikan pemilik dana. Keadaan inilah yang membuat pemilik dana membutuhkan pihak ketiga yang dipercaya oleh masyarakat untuk memeriksa kelayakan atau kebenaran laporan keuangan/ laporan pertanggungjawaban pengelolaan dana. Pihak itulah yang kita kenal sebagai Auditor. B. Perkembangan Profesi Akuntan Menurut Baily, perkembangan profesi akuntan dapat dibagi ke dalam 4 periode yaitu: 1. Pra Revolusi Industri Sebelum revolusi industri, profesi akuntan belum dikenal secara resmi di Amerika ataupun di Inggris. Namun terdapat beberapa fungsi dalam manajemen perusahaan yang dapat disamakan dengan fungsi pemeriksaan. Misalnya di zaman dahulu dikenal adanya dua juru tulis yang bekerja terpisah dan independen. Mereka bekerja untuk menyakinkan bahwa peraturan tidak dilanggar dan merupakan dasar untuk menilai pertanggungjawaban pegawainya atas penyajian laporan keuangan. Hasil kerja kedua juru tulis ini kemudian dibandingkan, dari hasil perbandingan tersebut jelas sudah terdapat fungsi audit dimana pemeriksaan dilakukan 100%. Tujuan audit pada masa ini adalah untuk membuat dasar pertanggungjawaban dan pencarian kemungkinan terjadinya penyelewengan. Pemakai jasa audit pada masa ini adalah hanya pemilik dana. 2. Masa Revolusi Industri Tahun 1900 Sebagaimana pada periode sebelumnya pendekatan audit masih bersifat 100% dan fungsinya untuk menemukan kesalahan dan penyelewengan yang terjadi. Namun karena munculnya perkembangan ekonomi setelah revolusi industri yang banyak melibatkan modal, faktor produksi, serta organisasi maka kegiatan produksi menjadi bersifat massal. Sistem akuntansi dan pembukuan pada masa ini semakin rapi. Pemisahan antara hak dan tanggung jawab manajer dengan pemilik semakin kentara dan pemilik umumnya tidak banyak terlibat lagi dalam kegiatan bisnis sehari-hari dan muncullah kepentingan terhadap pemeriksaan yang mulai mengenal pengujian untuk mendeteksi kemungkinan penyelewengan. Umumnya pihak yang ditunjuk adalah pihak yang bebas dari pengaruh kedua belah pihak yaitu pihak ketiga atau sekarang dikenal dengan sebutan auditor eksternal. Kepentingan akan pemeriksaan pada masa ini adalah pemilik dan kreditur. Secara resmi di Inggris telah dikeluarkan undang-undang Perusahaan tahun 1882, dalam peraturan ini diperlukan adanya pemeriksaan yang dilakukan oleh pemeriksan independen untuk perusahaan yang menjual saham. Inilah asal mula profesi akuntan secara resmi (formal). 3. Tahun 1900 – 1930 Sejak tahun 1900 mulai muncul perusahaan-perusahaan besar baru dan pihak-pihak lain yang mempunyai kaitan kepentingan terhadap perusahaan tersebut. Keadaan ini menimbulkan perubahan dalam pelaksanaan tujuan audit. Pelaksanaan audit mulai menggunakan pemeriksaan secara testing/ pengujian karena semakin baiknya sistem akuntansi/ administrasi pembukuan perusahaan, dan tujuan audit bukan hanya untuk menemukan penyelewengan terhadap kebenaran laporan Neraca dan laporan Laba Rugi tetapi juga untuk menentukan kewajaran laporan keuangan. Pada masa ini yang membutuhkan jasa pemeriksaan bukan hanya pemilik dan kreditor, tetapi juga pemerintah dalam menentukan besarnya pajak. 4. Tahun 1930 – Sekarang Sejak tahun 1930 perkembangan bisnis terus merajalela, demikian juga perkembangan sistem akuntansi yang menerapkan sistem pengawasan intern yang baik. Pelaksanaan auditpun menjadi berubah dari pengujian dengan persentase yang masih tinggi menjadi persentase yang lebih kecil (sistem statistik sampling). Tujuan auditpun bukan lagi menyatakan kebenaran tetapi menyatakan pendapat atas kewajaran laporan keuangan yang terdiri dari Neraca dan Laba Rugi serta Laporan Perubahan Dana. Yang membutuhkan laporan akuntanpun menjadi bertambah yaitu: pemilik, kreditor, pemerintah, serikat buruh, konsumen, dan kelompok-kelompok lainnya seperti peneliti, akademisi dan lain-lain. Peran besar akuntan dalam dunia usaha sangat membantu pihak yang membutuhkan laporan keuangan perusahaan dalam menilai keadaan perusahaan tersebut. Hal ini menyebabkan pemerintah AS mengeluarkan hukum tentang perusahaan Amerika yang menyatakan bahwa setiap perusahaan terbuka Amerika harus diperiksa pembukuannya oleh auditor independen dari Certified Public Accounting Firm (kantor akuntan bersertifikat). Namun pada tahun 2001 dunia akuntan dikejutkan dengan berita terungkapnya kondisi keuangan Enron Co. yang dilaporkannya yang terutama didukung oleh penipuan akuntansi yang sistematis, terlembaga, dan direncanakan secara kreatif. Para analis pasar mengira bahwa sukses kinerja keuangan Enron di masa lalu hanyalah hasil rekayasa keuangan Andersen sebagai auditornya. Kepercayaan terhadap akuntan mulai merosot tajam pada awal tahun 2002, hal ini membuat dampak yang sangat besar terhadap kantor akuntan lain. Untuk mencegah hal yang lebih parah, pemerintah AS pada saat itu segera mengevaluasi hampir semua kantor akuntan termasuk “the big four auditors”. Walaupun masih mendapat cacian dari berbagai kalangan, para akuntan berusaha untuk memulihkan nama mereka, salah satu caranya adalah dengan mematuhi kode etik akuntan. P Perkembangan profesi akuntan di Indonesia menurut Olson dapat dibagi dalam 2 periode yaitu: 1. Periode Kolonial Selama masa penjajahan kolonial Belanda yang menjadi anggota profesi akuntan adalah akuntan-akuntan Belanda dan beberapa akuntan Indonesia. Pada waktu itu pendidikan yang ada bagi rakyat pribumi adalah pendidikan tata buku diberikan secara formal pada sekolah menengah atas sedangkan secara non formal pendidikan akuntansi diberikan pada kursus tata buku untuk memperoleh ijazah. 2. Periode Sesudah Kemerdekaan Pembahasan mengenai perkembangan akuntan sesudah kemerdekaan di bagi ke dalam enam periode yaitu: a. Periode I [sebelum tahun 1954] Pada periode I telah ada jasa pekerjaan akuntan yang bermanfaat bagi masyarakat bisnis. Hal ini disebabkan oleh hubungan ekonomi yang makin sulit, meruncingnya persaingan, dan naiknya pajak-pajak para pengusaha sehingga makin sangat dirasakan kebutuhan akan penerangan serta nasehat para ahli untuk mencapai perbaikan dalam sistem administrasi perusahaan. Sudah tentu mereka hendak menggunakan jasa orang-orang yang ahli dalam bidang akuntansi. Kebutuhan akan bantuan akuntan yang makin besar itu menjadi alasan bagi khalayak umum yang tidak berpengetahuan dan berpengalaman dalam lapangan akuntansi untuk bekerja sebagai akuntan. Padahal, pengetahuan yang dimiliki akuntan harus sederajat dengan syarat yang ditetapkan oleh pemerintah dan juga mereka harus mengikuti pelajaran pada perguruan tinggi negeri dengan hasil baik. Oleh karena itu, pemerintah menetapkan peraturan dengan undang-undang untuk melindungi ijazah akuntan agar pengusaha dan badan yang lain tidak tertipu oleh pemakaian gelar “akuntan” yang tidak sah. b. Periode II [tahun 1954 – 1973] Setelah adanya Undang-Undang No. 34 tahun 1954 tentang pemakaian gelar akuntan, ternyata perkembangan profesi akuntan dan auditor di Indonesia berjalan lamban karena perekonomian Indonesia pada saat itu kurang menguntungkan namun perkembangan ekonomi mulai pesat pada saat dilakukan nasionalisasi perusahaan-perusahaan milik Belanda. Mengingat terbatasnya tenaga akuntan dan ajun akuntan yang menjadi auditor pada waktu itu, Direktorat Akuntan Negara meminta bantuan kantor akuntan publik untuk melakukan audit atas nama Direktorat Akuntan Negara. Perluasan pasar profesi akuntan publik semakin bertambah yaitu pada saat pemerintah mengeluarkan Undang-undang Penanaman Modal Asing (PMA) dan Penanaman Modal Dalam Negeri (PMND) tahun 1967/1968. Meskipun pada waktu itu para pemodal “membawa” akuntan publik sendiri dari luar negeri kebutuhan terhadap jasa akuntan publik dalam negeri tetap ada. Profesi akuntan publik mengalami perkembangan yang berarti sejak awal tahun 70-an dengan adanya perluasan kredit-kredit perbankan kepada perusahaan. Bank-bank ini mewajibkan nasabah yang akan menerima kredit dalam jumlah tertentu untuk menyerahkan secara periodik laporan keuangan yang telah diperiksa akuntan publik. Pada umumnya, perusahaan-perusahaan swasta di Indonesia baru memerlukan jasa akuntan publik jika kreditur mewajibkan mereka menyerahkan laporan keuangan yang telah diperiksa oleh akuntan publik. c. Periode III [tahun 1973 – 1979] M. Sutojo pada Konvensi Nasional Akuntansi I di Surabaya Desember 1989 menyampaikan hasil penelitiannya mengenai: Pengembangan Pengawasan Profesi Akuntan Publik di Indonesia, bahwa profesi akuntan publik ditandai dengan satu kemajuan besar yang dicapai Ikatan Akuntan Indonesia dengan diterbitkannya buku Prinsip Akuntansi Indonesia (PAI) dan Norma Pemeriksaan Akuntan (NPA) dalam kongres Ikatan Akuntan Indonesia di Jakarta tanggal 30 November – 2 Desember 1973. Dengan adanya prinsip dan norma ini, profesi akuntan publik telah maju selangkah lagi karena memiliki standar kerja dalam menganalisa laporan keuangan badan-badan usaha di Indonesia. Dalam kongres tersebut disahkan pula Kode Etik Akuntan Indonesia sehingga lengkaplah profesi akuntan publik memiliki perangkatnya sebagai suatu profesi. Dengan kelengkapan perangkat ini, pemerintah berharap profesi akuntan publik akan menjadi lembaga penunjang yang handal dan dapat dipercaya bagi pasar modal dan pasar uang di Indonesia. Pada akhir tahun 1976 Presiden Republik Indonesia dalam surat keputusannya nomor 52/1976, menetapkan pasar modal yang pertama kali sejak memasuki masa Orde Baru. Dengan adanya pasar modal di Indonesia, kebutuhan akan profesi akuntan publik meningkat pesat. Keputusan ini jika dilihat dari segi ekonomi memang ditujukan untuk pengumpulan modal dari masyarakat, tetapi tindakan ini juga menunjukkan perhatian pemerintah yang begitu besar terhadap profesi akuntan publik. Menurut Katjep dalam “The Perception of Accountant and Accounting Profession in Indonesia” yang dipertahankan tahun 1982 di Texas, A&M University menyatakan bahwa profesi akuntan publik dibutuhkan untuk mengaudit dan memberikan pendapat tanpa catatan (unqualified opinion) pada laporan keuangan yang go public atau memperdagangkan sahamnya di pasar modal. Untuk lebih mengefektifkan pengawasan terhadap akuntan publik, pada tanggal 1 Mei 1978 dibentuk Seksi Akuntan Publik (IAI-SAP) yang bernaung di bawah IAI. Sampai sekarang seksi yang ada di IAI, selain seksi akuntan publik, adalah seksi akuntan manajemen dan seksi akuntan pendidik. Sophar Lumban Toruan pada tahun 1989 mengatakan bahwa pertambahan jumlah akuntan yang berpraktek terus meningkat sehingga Direktorat Jenderal Pajak Departemen Keuangan dengan IAI membuat pernyataan bersama yang mengatur hal-hal berikut: 1) Kesepakatan untuk pemakaian PAI dan NPA sebagai suatu landasan objektif yang diterima oleh semua pihak. 2) Kepada wajib pajak badan dianjurkan agar laporan keuangan diperiksa terlebih dahulu oleh akuntan publik sebelum diserahkan kepada Kantor Inspeksi Pajak (sekaran Kantor Pelayanan Pajak). Laporan tersebut akan dipergunakan sebagai dasar penetapan pajak. 3) Kalau terjadi penyimpangan etika profesi (professional conduct) oleh seorang akuntan publik, akan dilaporkan oleh Direktur Jenderal Pajak kepada IAI untuk diselidiki yang berguna dalam memutuskan pengenaan sanksi. Kesepakatan ini kemudian dikuatkan oleh Instruksi Presiden No. 6 tahun 1979 dan Keputusan Menteri Keuangan No. 108/1979 tanggal 27 Maret 1979 yang menggariskan bahwa laporan keuangan harus didasarkan pada pemeriksaan akuntan publik dan mengikuti PAI. Maksud instruksi dan surat keputusan tersebut adalah untuk merangsang wajib pajak menggunakan laporan keuangan yang telah diperiksa oleh akuntan publik, dengan memberikan keringanan pembayaran pajak perseroan dan memperoleh pelayanan yang lebih baik di bidang perpajakan. Keputusan ini dikenal dengan nama 27 Maret 1979. Ini merupakan keputusan yang penting dalam sejarah perkembangan profesi akuntan publik dan sekaligus sebagai batu ujian bagi akuntan publik dan masyarakat pemakainya. d. Periode IV [tahun 1979 – 1983] Periode ini merupakan periode suram bagi profesi akuntan publik dalam pelaksanaan paket 27 Maret. Tiga tahun setelah kemudahan diberikan pemerintah masih ada akuntan publik tidak memanfaatkan maksud baik pemerintah tersebut. Beberapa akuntan publik melakukan malpraktik yang sangat merugikan penerimaan pajak yaitu dengan cara bekerjasama dengan pihak manajemen perusahaan melakukan penggelapan pajak. Ada pula akuntan publik yang tidak memeriksa kembali laporan keuangan yang diserahkan oleh perusahaan atau opini akuntan tidak disertakan dalam laporan keuangan yang diserahkan ke kantor inspeksi pajak. e. Periode V [tahun 1983 – 1989] Periode ini dapat dilihat sebagai periode yang berisi upaya konsolidasi profesi akuntan termasuk akuntan publik. PAI 1973 disempurnakan dalam tahun 1985, disusul dengan penyempurnaan NPA pada tahun 1985, dan penyempurnaan kode etik dalam kongres ke V tahun 1986. Setelah melewati masa-masa suram, pemerintah perlu memberikan perlindungan terhadap masyarakat pemakai jasa akuntan publik dan untuk mendukung pertumbuhan profesi tersebut. Pada tahun 1986 pemerintah mengeluarkan Keputusan Menteri Keuangan No. 763/KMK.001/1986 tentang Akuntan Publik. Keputusan ini mengatur bidang pekerjaan akuntan publik, prosedur dan persyaratan untuk memperoleh izin praktik akuntan publik dan pendirian kantor akuntan publik beserta sanksi-sanksi yang dapat dijatuhkan kepada kauntan publik yang melanggar persyaratan praktik akuntan publik. Dengan keputusan Menteri Keuangan tersebut dibuktikan pula sekali lagi komitmen pemerintah yang konsisten kepada pengembangan profesi akuntan publik yaitu dengan mendengar pendapat Ikatan profesi pada kongres ke VI IAI antara lain mengenai: pengalaman kerja yang perlu dimiliki sebelum praktik; keharusan akuntan publik fultimer (kecuali mengajar); izin berlaku tanpa batas waktu; kewajiban pelaporan berkala (tahunan) mengenai kegiatan praktik kepada pemberi izin; pembukaan cabang harus memenuhi syarat tertentu; izin diberikan kepada individu bukan kepada kantor; pencabutan izin perlu mendengar pendapat dewan kehormatan IAI; pemohon harus anggota IAI; pengawasan yang lebih ketat kepada akuntan asing. Pada tahun 1988 diterbitkan petunjuk pelaksaan keputusan Menteri Keuangan melalui Keputusan Direktur Jenderal Moneter No. Kep.2894/M/1988 tanggal 21 Maret 1988. Suatu hal yang mendasar dari keputusan tersebut adalah pembinaan para akuntan publik yang bertujuan: 1) Membantu perkembangan profesi akuntan publik di Indonesia 2) Memberikan masukan kepada IAI atau seksi akuntan publik mengenai liputan yang dikehendaki Departemen Keuangan dalam program pendidikan 3) Melaksanakan penataran bersama IAI atau IAI-seksi akuntan publik mengenai hal-hal yang dianggap perlu diketahui publik (KAP), termasuk mengenai manajemen KAP. 4) Mengusahakan agar staf KAP asing yang diperbantukan di Indonesia untuk memberi penataran bagi KAP lainnya melalui IAI atau IAI-Seksi Akuntan Publik dan membantu pelaksanaannya 5) Memantau laporan berkala kegiatan tahunan KAP Sebelum diterbitkan Keputusan Direktur Jenderal Moneter tersebut, pada tahun 1987 profesi akuntan publik telah mendapatkan tempat terhormat dan strategis dari pemerintah yaitu dengan dikeluarkannya Keputusan Menteri Keuangan Republik Indonesia No. 859/KMK.01/1987 tentang Emisi Efek melalui Bursa yang telah menentukan bahwa: 1) Untuk melakukan emisi efek, emiten harus memenuhi persyaratan, antara lain: mempunyai laporan keuangan yang telah diperiksa oleh akuntan public / akuntan negara untuk dua tahun buku terakhir secara berturut-turut dengan pernyataan pendapat “wajar tanpa syarat” untuk tahun terakhir. 2) Laporan keuangan emiten untuk dua tahun terakhir tersebut harus disusun sesuai dengan PABU di Indonesia disertai dengan laporan akuntan publik/ akuntan negara. 3) Jangka waktu antara laporan keuangan dan tanggal pemberian izin emisi efek tidak boleh melebihi 180 hari. (M. Sutojo, 1989: 10) f. Periode VI [tahun 1990 – sekarang] Dalam periode ini profesi akuntan publik terus berkembang seiring dengan berkembangnya dunia usaha dan pasar modal di Indonesia. Walaupun demikian, masih banyak kritikan-kritikan yang dilontarkan oleh para usahawan dan akademisi. Namun, keberadaan profesi akuntan tetap diakui oleh pemerintah sebagai sebuah profesi kepercayaan masyarakat. Di samping adanya dukungan dari pemerintah, perkembangan profesi akuntan publik juga sangat ditentukan ditentukan oleh perkembangan ekonomi dan kesadaran masyarakat akan manfaat jasa akuntan publik. Beberapa faktor yang dinilai banyak mendorong berkembangnya profesi adalah: 1) Tumbuhnya pasar modal 2) Pesatnya pertumbuhan lembaga-lembaga keuangan baik bank maupun non-bank. 3) Adanya kerjasama IAI dengan Dirjen Pajak dalam rangka menegaskan peran akuntan publik dalam pelaksanaan peraturan perpajakan di Indonesia 4) Berkembangnya penanaman modal asing dan globalisasi kegiatan perekonomian Pada awal 1992 profesi akuntan publik kembali diberi kepercayaan oleh pemerintah (Dirjen Pajak) untuk melakukan verifikasi pembayaran PPN dan PPn BM yang dilakukan oleh pengusaha kena pajak. Sejalan dengan perkembangan dunia usaha tersebut, Olson pada tahun 1979 di dalam Journal Accountanty mengemukakan empat perkembangan yang harus diperhatikan oleh profesi akuntan yaitu: 1) Makin banyaknya jenis dan jumlah informasi yang tersedia bagi masyarakat 2) Makin baiknya transportasi dan komunikasi 3) Makin disadarinya kebutuhan akan kualitas hidup yang lebih baik 4) Tumbuhnya perusahaan-perusahaan multinasional sebagai akibat dari fenomena pertama dan kedua. Konsekuensi perkembangan tersebut akan mempunyai dampak terhadap perkembangan akuntansi dan menimbulkan: 1) Kebutuhan akan upaya memperluas peranan akuntan, ruang lingkup pekerjaan akuntan publik semakin luas sehingga tidak hanya meliputi pemeriksaan akuntan dan penyusunan laporan keuangan. 2) Kebutuhan akan tenaga spesialisasi dalam profesi, makin besarnya tanggung jawab dan ruang lingkup kegiatan klien, mengharuskan akuntan publik untuk selalu menambah pengetahuan. 3) Kebutuhan akan standar teknis yang makin tinggi dan rumit, dengan berkembangnya teknologi informasi, laporan keuangan akan menjadi makin beragam dan rumit. Pendapat yang dikemukakan Olson tersebut di atas cukup sesuai dan relevan dengan fungsi akuntan yang pada dasarnya berhubungan dengan sistem informasi akuntansi. Dari pemaparan yang telah dikemukakan, profesi akuntan diharapkan dapat mengantisipasi keadaan untuk pengembangan profesi akuntan di masa yang akan datang. C. Profesi Akuntansi Menurut International Federation of Accountants (dalam Regar, 2003) yang dimaksud dengan profesi akuntan adalah semua bidang pekerjaan yang mempergunakan keahlian di bidang akuntansi, termasuk bidang pekerjaan akuntan publik, akuntan intern yang bekerja pada perusahaan industri, keuangan atau dagang, akuntan yang bekerja di pemerintah, dan akuntan sebagai pendidik. Dalam arti sempit, profesi akuntan adalah lingkup pekerjaan yang dilakukan oleh akuntan sebagai akuntan publik yang lazimnya terdiri dari pekerjaan audit, akuntansi, pajak dan konsultan manajemen. Profesi Akuntan biasanya dianggap sebagai salah satu bidang profesi seperti organisasi lainnya, misalnya Ikatan Dokter Indonesia (IDI). Supaya dikatakan profesi ia harus memiliki beberapa syarat sehingga masyarakat sebagai objek dan sebagai pihak yang memerlukan profesi, mempercayai hasil kerjanya. Adapun ciri profesi menurut Harahap (1991) adalah sebagai berikut: 1. Memiliki bidang ilmu yang ditekuninya yaitu yang merupakan pedoman dalam melaksanakan keprofesiannya. 2. Memiliki kode etik sebagai pedoman yang mengatur tingkah laku anggotanya dalam profesi itu. 3. Berhimpun dalam suatu organisasi resmi yang diakui oleh masyarakat/pemerintah. 4. Keahliannya dibutuhkan oleh masyarakat. 5. Bekerja bukan dengan motif komersil tetapi didasarkan kepada fungsinya sebagai kepercayaan masyarakat. Persyaratan ini semua harus dimiliki oleh profesi Akuntan sehingga berhak disebut sebagai salah satu profesi. Perkembangan profesi akuntansi sejalan dengan jenis jasa akuntansi yang diperlukan oleh masyarakat yang makin lama semakin bertambah kompleksnya. Gelar akuntan adalah gelar profesi seseorang dengan bobot yang dapat disamakan dengan bidang pekerjaan yang lain. Misalnya bidang hukum atau bidang teknik. Secara garis besar Akuntan dapat digolongkan sebagai berikut: 1. Akuntan Publik (Public Accountants) Akuntan publik atau juga dikenal dengan akuntan eksternal adalah akuntan independen yang memberikan jasa-jasanya atas dasar pembayaran tertentu. Mereka bekerja bebas dan umumnya mendirikan suatu kantor akuntan. Yang termasuk dalam kategori akuntan publik adalah akuntan yang bekerja pada kantor akuntan publik (KAP) dan dalam prakteknya sebagai seorang akuntan publik dan mendirikan kantor akuntan, seseorang harus memperoleh izin dari Departemen Keuangan. Seorang akuntan publik dapat melakukan pemeriksaan (audit), misalnya terhadap jasa perpajakan, jasa konsultasi manajemen, dan jasa penyusunan sistem manajemen. 2. Akuntan Intern (Internal Accountant) Akuntan intern adalah akuntan yang bekerja dalam suatu perusahaan atau organisasi. Akuntan intern ini disebut juga akuntan perusahaan atau akuntan manajemen. Jabatan tersebut yang dapat diduduki mulai dari Staf biasa sampai dengan Kepala Bagian Akuntansi atau Direktur Keuangan. Tugas mereka adalah menyusun sistem akuntansi, menyusun laporan keuangan kepada pihak-pihak eksternal, menyusun laporan keuangan kepada pemimpin perusahaan, menyusun anggaran, penanganan masalah perpajakan dan pemeriksaan intern. 3. Akuntan Pemerintah (Government Accountants) Akuntan pemerintah adalah akuntan yang bekerja pada lembagalembaga pemerintah, misalnya di kantor Badan Pengawas Keuangan dan Pembangunan (BPKP), Badan Pengawas Keuangan (BPK). 4. Akuntan Pendidik Akuntan pendidik adalah akuntan yang bertugas dalam pendidikan akuntansi, melakukan penelitian dan pengembangan akuntansi, mengajar, dan menyusun kurikulum pendidikan akuntansi di perguruan tinggi. Seseorang berhak menyandang gelar Akuntan bila telah memenuhi syarat antara lain: Pendidikan Sarjana jurusan Akuntansi dari Fakultas Ekonomi Perguruan Tinggi yang telah diakui menghasilkan gelar Akuntan atau perguruan tinggi swasta yang berafiliasi ke salah satu perguruan tinggi yang telah berhak memberikan gelar Akuntan. Selain itu juga bisa mengikuti Ujian Nasional Akuntansi (UNA) yang diselenggarakan oleh konsorsium Pendidikan Tinggi Ilmu Ekonomi yang didirikan dengan SK Mendikbud RI tahun 1976. D. Organisasi Resmi Profesi Akuntan Indonesia Ikatan Akuntan Indonesia (IAI, Indonesian Institute of Accountants) adalah organisasi profesi akuntan di Indonesia. Kantor sekretariatnya terletak di Graha Akuntan, Menteng, Jakarta. Pada waktu Indonesia merdeka, hanya ada satu orang akuntan pribumi, yaitu Prof. Dr. Abutari, sedangkan Prof. Soemardjo lulus pendidikan akuntan di negeri Belanda pada tahun 1956. Akuntan-akuntan Indonesia pertama lulusan dalam negeri adalah Basuki Siddharta, Hendra Darmawan, Tan Tong Djoe, dan Go Tie Siem, mereka lulus pertengahan tahun 1957. Keempat akuntan ini bersama dengan Prof. Soemardjo mengambil prakarsa mendirikan perkumpulan akuntan untuk bangsa Indonesia. Hari Kamis, 17 Oktober 1957, kelima akuntan tadi mengadakan pertemuan di aula Universitas Indonesia (UI) dan bersepakat untuk mendirikan perkumpulan akuntan Indonesia. Karena pertemuan tersebut tidak dihadiri oleh semua akuntan yang ada maka diputuskan membentuk Panitia Persiapan Pendirian Perkumpulan Akuntan Indonesia. Panitia diminta menghubungi akuntan lainnya untuk menanyakan pendapat mereka. Dalam Panitia itu Prof. Soemardjo duduk sebagai ketua, Go Tie Siem sebagai penulis, Basuki Siddharta sebagai bendahara sedangkan Hendra Darmawan dan Tan Tong Djoe sebagai komisaris. Surat yang dikirimkan Panitia kepada 6 akuntan lainnya memperoleh jawaban setuju. Perkumpulan yang akhirnya diberi nama Ikatan Akuntan Indonesia (IAI) akhirnya berdiri pada 23 Desember 1957, yaitu pada pertemuan ketiga yang diadakan di aula UI pada pukul 19.30. Susunan pengurus pertama terdiri dari: · Ketua: Prof. Dr. Soemardjo Tjitrosidojo · Panitera: Drs. Mr. Go Tie Siem · Bendahara: Drs. Membimbing perkembangan akuntansi serta mempertinggi mutu pendidikan akuntan. 2. Mempertinggi mutu pekerjaan akuntan. Sekarang IAI telah mengalami perkembangan yang sangat luas. Hal ini merupakan perkembangan yang wajar karena profesi akuntan tidak dapat dipisahkan dari dunia usaha yang mengalami perkembangan pesat. Salah satu bentuk perkembangan tersebut adalah meluasnya orientasi kegiatan profesi, tidak lagi semata-mata di bidang pendidikan akuntansi dan mutu pekerjaan akuntan, tetapi juga upaya-upaya untuk meningkatkan kepercayaan masyarakat dan peran dalam perumusan kebijakan publik. Anggota individu terdiri dari anggota biasa, anggota luar biasa, dan anggota kehormatan. Anggota biasa adalah pemegang gelar akuntan atau sebutan akuntan sesuai dengan perundang-undangan yang berlaku di Indonesia dan pemegang sertifikat profesi akuntan yang diakui oleh IAI. Anggota luar biasa adalah sarjana ekonomi jurusan akuntansi atau yang serupa sesuai dengan perundang-undangan yang berlaku yang terkait dengan profesi akuntan. Sedangkan anggota kehormatan adalah warga negara Indonesia yang telah berjasa bagi perkembangan profesi akuntan di Indonesia. Pada saat didirikannya, hanya ada 11 akuntan yang menjadi anggota IAI, yaitu para pendirinya. Dari waktu ke waktu anggota IAI terus bertambah. Para akuntan yang menjadi anggota IAI tersebar diseluruh Indonesia dan menduduki berbagai posisi strategis baik dilingkungan pemerintah maupun swasta. Sebagaimana keputusan Kongres Luar Biasa IAI pada bulan Mei 2007, selain keanggotaan perorangan IAI juga memiliki keanggotaan berupa Asosiasi, dan pada saat ini IAI telah memiliki satu anggota Asosiasi yaitu Institut Akuntan Publik Indonesia (IAPI), yang sebelumnya tergabung dalam IAI sebagai Kompartemen Akuntan Publik. Perusahaan pengguna jasa profesi akuntan sebagai corporate member. IAI juga membuka keanggotaan selain para akuntan, yaitu para mahasiswa akuntansi yang tergabung dalam junior member. Kegiatan IAI antara lain: · Penyusunan Standar Akuntansi Keuangan · Penyelenggaraan Ujian Sertifikasi Akuntan Manajemen (Certified Professional Management Accountant) · Penyelenggaraan Pendidikan Profesional Berkelanjutan (PPL) Pada skala internasional, IAI aktif dalam keanggotaan International Federation of Accountants (IFAC) sejak tahun 1997. Di tingkat ASEAN IAI menjadi anggota pendiri ASEAN Federation of Accountants (AFA). Keaktifan IAI di AFA pada periode 2006-2007 semakin penting dengan terpilihnya IAI menjadi Presiden dan Sekjen AFA. Selain kerjasama yang bersifat multilateral, kerjasama yang bersifat bilateral juga telah dijalin oleh IAI diantaranya dengan Malaysian Institute of Accountants (MIA) dan Certified Public Accountant (CPA). PENUTUP Para pemilik modal menyerahkan dananya kepada perusahaan untuk dikelola / dimanfaatkan untuk kegiatan usaha yang hasilnya nanti akan dibagi antara pemilik dan pengelola modal tadi. Modal yang ditanamkan tersebut harus mendapatkan pengawasan atau pengendalian. Sehingga mereka memerlukan laporan keuangan . Peranan akuntan sangat penting dalam penyajian laporan keuangan agar dapat memberikan informasi yang objekif, sehingga tidak merugikan pemilik modal. Menurut Baily, perkembangan profesi akuntan dibagi ke dalam 4 periode yaitu pra revolusi indusri, masa revolusi indusri tahun 1900, tahun 19001930 dan tahun 1930-sekarang. Di Indonesia, perkembangan profesi akuntan dapat dibagi menjadi 2 periode menurut Olson yaitu periode kolonial dan periode sesudah kemerdekaan. profesi akunatn berkembang sejalan dengan berkembangnya dunia usaha dan pasar modal di Indonesia. Kebutuhan akan jenis jasa akuntansi yang diperlukan oleh masarakat semakin lama semakin kompleks. Secara garis besar, akuntan dapat digolongkan menjadi 4 yaitu akuntan public, akunan intern, akuntan pemerinah dan akuntan pendidik. Sehingga keberadaan profesi akuntan diakui sebagai sebuah profesi kepercaaan masarakat. To Acquire or Not to Acquire: That is the Question Companies are very interested in acquiring other firms even when the latter operate in totally unrelated realms of business. For example, Gencore Industries manufacturing asphalt plants for road construction acquired Ingersoll-Rand in 1996. And later acquired yet another company engaged in the business of food processing. Such acquisitions are claimed to “work miracles”. However, given the volatility of the stock market and the slowing down of business, many companies wonder whether such acquisitions are becoming too risky. At the same time, they also wonder if they are missing out on a great business opportunity if they fail to engage in this activity. Some research is needed here!
Answer : 1. Research ; a somewhat intimidating term for some, is simply the process of finding solutions o a problem after a thorough study and analysis of the situational factors. Research can be undertaken for two different purposes ; One is to solve a current problem faced by the manager in the work setting, demanding a timely solution is called applied research. The other is to generate a body of knowledge by trying to comprehend how certain problems that occur in organizations can be solved, this is called basic research. 2. Because knowledge of research not only helps one to look at the available information in sophisticated and creative ways in the fast-paced global environment in which businesses exist, but this knowledge also helps in the other ways. And modern technology has made research an exciting and a relatively smooth process. As managers, we have to know about it. 3. The manager-researcher relationship effectively is important, because The manager should make sure while hiring researchers that; The roles and expectations of both parties are made explicit. Relevant philosophies and value systems of the organization are clearly stated, and constraints, if any, communicated. There is good rapport established with the researchers, and between the researchers and employees in the organization, so that the latter cooperate fully with the researchers. 4. There are at least four advantages in engaging an internal team to do the research project : • The internal team would stand a better chance of being readily accepted by the employees in the subunit where research needs to be done. • They would require much less time to understand the structure, the philosophy and climate, and the functioning and work systems of the organization. • They would be available for implementing their recommendations after the research findings are accepted. • The internal team might cost considerably less than an external team for the department enlisting help in problem solving, because they will need less time to understand the system due to their continuous involvement with various units of the organization. For problems that are low complexity, the internal team would be good. The advantages of the external team are : • The external team can draw on a wealth of experience from having worked with different types of organizations that have had the same or similar types of problems. This wide range of experience would enable them to think both divergently and convergently rather than rushing to an instant solution on the basis of the apparent facts in the situation. They would be able to consider several alternative ways of looking at the problem because of their extensive problem-solving experiences in various other situations. Having viewed the situation from several possible angles and perspectives, they could critically assess each of these, discard the less viable options and alternatives, and focus on specific feasible solutions. • The external teams, especially those from established research and consulting firms, might have more knowledge of current sophisticated problem-solving models through their periodic training programs, which the teams within the organization may not have access to. Because knowledge obsolescence is a real threat in the consulting area, external research institutions ensure that their members are current on the latest innovations through periodic organized training programs. The extent to which internal team members are kept abreast of the latest problemsolving techniques may vary considerably from one organization to another. Knowledge of research methods and an appreciation of the comparative advantages of the external research team help managers to make decisions on how to approach problems and if the problem is a complex one, or if there are likely to be vested interest, or if the very existence of the organization is at stake because of one or more serious problems, it would be advisable to engage external researchers despite the increased costs involved rather than an internal one. 5. “because basic research is not applied immediately to a problem, it is less valuable and useful than applied research” ; on basic research, research done chiefly to enhance the understanding of certain problems that commonly occur in organizational settings, and seek methods of solving them. The Friendly Telephone Company Customer complaints were mounting, and letters of complaint regarding the problems they experienced with the residential telephones lines were constantly pouring in at the Friendly Telephone Company. The company wanted to pinpoint the specific problems and take corrective action. Researchers were called in, and they to a number of customers, keeping notes on the nature of the specific problems they faced. Since the problems had to be attended to very quickly, they developed a theoretical base, collected relevant detailed information from a sample of 100 customers, and analyzed the data. Example of the application of the hypothetico-deductive method of research ; A sales manager might observe that customers are perhaps not as before. • Observation : He is not certain about that but he has uneasy feelings regarding declining customer satisfaction. • Preliminary information gathering : The next step calls for some preliminary data gathering. The manager might talk casually to few consumer about how they feel about the product and customer service. • Formulating a theory : He might find that consumers like the product but are upset because many of the items they need are frequently out of stock, and they perceive the salespersons as not being helpful. He find that the supply is not on time. • Hyphothesizing : Gathering data formally and informally helped him to determine that a problem dose exist. • Data collection : It help him also to formulate a conceptual mode or theoretical framework of all factors contributing to the problem. • Data analysis : In this case there is network of connections among the following factors: -delays by the factory in delivering goods; -the notification of later delivery dates, which may not kept; -the promises of salespersons to the consumers that cannot met. • Deduction : we found from the data analysis that all of which contribute to the customer dissatisfactions. 3. Senin, 22 Februari 2010 Artikel akuntansi Sejarah Akuntansi Double Entry Concept-1 · Menurut Storarr dan Scorgie (1988) Kejadian penting sejarah akuntansi barat adalah perkembangan awal Double Entry Concept · Kejadian tersebut dipengaruhi oleh 2 hal utama : > Internal, yaitu perkembangan akuntansi > Eksternal, yaitu konsekuensi ekonomi atas perkembangan akuntansi · Pengaruh Double Entry Concept bagi barat seperti Werner Sombart dan Max Weber banyak dihubungkan dengan perkembangan dan kepentingan ekonomi kapitalisme barat. · Pandangan diatas dibantah Yamey (1964) yang menjelaskan Double Entry lebih ditekankan pada alat yang digunakan untuk perdagangan Pengaruh Islam · Storarr dan Scorgie (1988) Double Entry Concept menjelaskan bahwa penulusuran awal Double Entry Concept dipengaruhi : > Kontibusi peradaban hindu (konsep 0) dan islam terhadap eropa (angka 0, matematika, dan perdagangan) > Peran Leonardo dari Pisa yang memperkenalkan angka arab-hindu di Italia ratusan tahun sebelum akuntansi dikenalkan oleh Luca Pacioli dalam Suma de Arithmatica, Geometria, Proportioni et proportionalita thn 1494. · Littleton dan Yamey (1978) menduga bahwa tempat kelahiran Double Entry Concept berasal dari Spanyol : > Teknik tata buku berpasangan ini berasal dari Spanyol, dengan alasan bahwa kebudayaan teknologi muslim abad pertengahan lebih unggul dan canggih dibanding dengan Eropa Barat, dan Spanyol (waktu itu) adalah saluran utama dimana kebudayaan dan teknologi Muslim ini dibawa ke Eropa. · Pendapat ini mungkin benar mengingat Spanyol merupakan salah satu peradaban Islam. · Bahkan sejak jaman Khulafa Ar Rasyidin, Dinasti Bani Umayyah, (661750), Dinasti Bani Abbasiyyah (750-1258), kekuasaan islam meluas ke Bizantium, Mesir, Palestina, Suriah, Irak (Mesopotamia), Afrika Utara, Spanyol, Asia Timur, dan Cina. Tekhnologi dan Kebudayaan Islam · Bahkan Kairo, Alexandria, Damsyik, Baghdad, dan Siraz merupakan kota-kota perdagangan dunia. Melalui perdagangan inilah teknologi dan kebudayaan Muslim tersebar di Eropa Barat melalui Amalfi, Venice, Pisa, dan Genoa di Italia (Scorarr dan Scorgie 1988). · Pedagang-pedagang Italia dan Eropa lainnya memperoleh pendidikan pertamanya dalam penggunaan metode bisnis yang canggih dari rekan bisnis mereka dari sekitar Laut Tengah yang kebanyakan Muslim.. (Lieber 1967, 230). · Disamping kontak dagang, juga terjadi kontak akademis. Menurut William Montgomery Watt (1972) superioritas muslim pada waktu itu terletak pada sains dan teknologi, terutama aljabar, kedokteran, astronomi, produk barang-barang mewah dan teknik perdagangan yang tinggi. · Salah satu tempat kegiatan akademis termaju didunia saat itu adalah di Baghdad, jaman Khalifah Al Ma’mun (813-833) yang didirikan akademi tempat belajar dan penerjamahan teks-teks, Yunani, Sansekerta dan lainnya ke bahasa Arab. · Salah satunya adalah angka 0 yang dibawa oleh orang India dan untuk pertama kalinya angka Arab Hindu diperkenalkan sekitar tahun 800 (Lewis 1950). Matematika Akuntansi Islam · Pengembangan Akuntansi didokumentasikan sejumlah akademisi Muslim dari tahun 150 H (768M). · Istilah al-ameli, mubasher atau kateb al mal merupakan istilah umum yang digunakan akuntan / bagian pembukuan dan juru tulis keuangan. Istilah-istilah ini secara luas ditiap bagian berbeda dari Negara Islam. Istilah Al-Kateb menjadi dominan dan digunakan bagi tiap orang yang ditugaskan untuk menulis dan mencatat informasi baik keuangan maupun non keuangan,” (Zaid, 200b, p 330). · Istilah tersebut sama dengan untuk “menghitung” (to account) dan sebagaimana pada tahun 365 H (976M) Al-Khawarizmy (1984) menggunakan istilah “muhasabah” untuk fungsi akuntansi dan orang yang bertanggung jawab dalam hal ini disebut “muhaseb” (akuntan) · Pengaruh angka 0 kemudian memberi jalan bagi matematika dengan tokoh besarnya di abad 9 yaitu Al Khawarizmy, peletak matematika modern yang dikenal saat ini dan secara tidak langsung dalam kontribusi akuntansi modern. · Al Khawarizmy dengan konsep-konsep aljabarnya dapat memecahkan masalah-masalah praktis seperti pembagian waris, masalah hokum (lawsuit) dan transaksi dagang sehari-hari. Ilmu inilah yang kemudian dipelajari Leonardo da Pisa dan disebarkan ke Eropa. · Bahkan kebutuhan akan penggunaan tata buku ini merupakan prasyarat hukum bila terjadi perselisihan (dispute) antara dua belah pihak atau lebih. · Bila ada perselisihan misalnya, maka mereka secara hukum harus menunjukkan catatan atas perkiraan semua penjualan, pembelian, laba rugi, dan hutang-hutang yang belum lunas dimuka pengadilan.
