T
his is a year with elections, budget cuts, and a declining economy. We, as sheriffs of the great State of Georgia, must put forth even greater effort to give the best of our abilities to our citizens. We must first and foremost position integrity as the centerpiece of our professional and personal lives. We were elected on promises that we made to the people of our county, and we must perform to the highest standards possible in order to keep the trust of our community. In my humble opinion, this is the most important pledge we make as elected officials. We must also help the newly elected sheriffs entering our Association on January 1, 2009, to make this their priority. Morals and principles continue to decline, and it is crucial that we, as sheriffs, set the stage for a wholesome and safe America. Concerning young people and our tough economic times, now more than ever our sheriffs must commit increased support to the 2 / The Georgia Sheriff
Georgia Sheriffs’ Youth Homes. We must continue to provide a safe haven for Georgia’s abused and neglected children. The Georgia Sheriffs’ Association must maintain its relationship with our Governor and the General Assembly. We have an excellent rapport with them, thanks to Terry Norris and our staff. They do a great job and have a positive influence on any endeavor they undertake. We want them to know how much we appreciate their hard work. On a pleasurable note, I hope everyone enjoys the upcoming holiday season. May we all have joy and peace and remember the reason for the season. Sincerely,

oday I am here to represent the LaGrange youth home, Pineland. It has been a wonderful place in many ways. First, it showed me that there are still places in the world where you don’t have to worry or feel scared. It also taught me that manners and patience is the best way of getting things you want. But above all, it taught me to love someone not by appearance but by what’s inside. I want to thank the people that had the biggest effect on me and my crazy life. Special thanks to Mr. Fran, Mrs. Swan, Mr. Walter, and Mr. Tom. I can’t even begin to tell you all of them. I guess the biggest thanks goes out to all of you who provide and care for all of the Georgia Sheriffs’ Youth Homes. Thank you. 4 / The Georgia Sheriff
have been at Cherokee Estate Youth Home for a year and a half. This will be my senior year, and I would like to attend law school after graduation. I was very upset and evil my first day. I was not going to stay, and I made that very clear to everyone there. As I began to leave the property, Ms. Nikita picked me up at the end of the road and said to me that I have a choice to stay or go to a Youth Detention Center. I chose to stay, and that was the best thing I have ever done. When I came to Cherokee, I was a stupid young and impulsive little girl searching for a place to fit in, belong and be loved. At Cherokee, I found that and so much more. Now I am a smart, outgoing and confident young lady. My greatest influence has come from my faith in God, Ms. Nikita, and Mrs. Teresa, family, friends, staff and residents. All these people are responsible for the young lady I have become. I want you to know that Cherokee will rescue you from your worst situations, but most of all they will rescue and save you from yourself. My advice to the other residents is to turn to staff for strength and guidance—they will go out of their way to help you the best way they can. Thank you to the Cherokee staff, the youth homes, sheriffs, and contributors for all you do for Georgia’s children.

ach year, the Youth Home campuses select one resident based upon their accomplishments, positive behavior and leadership qualities. The young people are recognized at the Georgia Sheriffs’ Association Summer Training Conference. Following are excerpts from their speeches at the Youth Homes dinner, held at the Boys’ Ranch:

I
am seventeen and a junior. I am happy and honored to represent MountainView. I would like to thank you for providing and supporting such a safe and wonderful place for youth to live. MountainView has provided me with support, understanding, positive role models, educational opportunities, and a great place to live. I want to thank everyone for all that you do, and I want you to know that it is greatly appreciated.

Stephen— Herrington Homestead
tephen, 17, was selected as Youth of the Year for Herrington Homestead for the second year in a row. Stephen thanked the staff, sheriffs and supporters for making it possible for him to live at Herrington Homestead. The staff at Herrington said Stephen is an inspiration to younger children, and though he has had a difficult year, has persevered.

want to welcome each of you to our Boys’ Ranch home. We have all been looking forward to this night. Everyone has been real busy getting ready for your visit. On March 3, 2005, my brothers and I were removed from our family in Colquitt County and brought to the Ranch. We were upset at first, but this was a time for me to step up and take care of my brothers. When I arrived at the Ranch, I was placed in the Crawford Cottage with Mr. Allen and Mrs. Serena. They were my house parents and took care of me for about two years before they became house parents for the girls. I want to thank them for loving me as if I were one of their own. When Crawford Cottage closed for renovation, I was moved to Steele Cottage to live with Mr. Les and Mrs. Linda Bunte. They have been my house parents since January. I would also like to thank them for their love. There have been many good role models for me at the Ranch. I have looked up to some of the older boys for guidance and understanding, and they have been like older brothers. There are many other people who have been positive influences in my life: Ms. Beth, Ms. Teresa, Ms. Dasher, and Mr. Shaun. Thanks to all the sheriffs in the state and contributors who help provide us with a home. And most importantly, I owe everything to my hero, God. The Georgia Sheriff / 5
The smell of baked turkey, homemade casseroles, and finger-licking chocolate cake fill the Georgia Sheriffs’Youth Homes every year at Thanksgiving.
I
n addition to enjoying the traditional feast, each youth home family unites as the house parents and youth gather together to decorate the campuses and cottages, share stories and memories, and just simply enjoy their newly found love and laughter. Each home is usually visited by local organizations who enhance the holiday spirit. Many churches, businesses, local groups and sheriffs’ offices join in the celebration

by providing gifts, events, and food-filled dishes to each home. As with any family holiday function, the smell of food is not the only thing that fills the room of each home. Emotions of all kinds are mixed in the batter of the special occasion. Each young person may experience an array of emotion from homesickness to the fear of change. Fortunately, the caring staff, the compassionate sheriffs and the house parents provide the strength, the listening ears, and the open arms each youth needs. The boys and girls endure many emotions, but they find that they share those feelings with numerous other boys and girls they can now call their brothers and sisters. The sheriffs of Georgia protect our youth and preserve our future. In doing so, each young person is offered the opportunity to experience life within a family. From the mountains of Cherokee Estate to the pastures of the Boys’ Ranch, these youth celebrate the holidays with warmth and fun while learning the true meaning behind each special occasion. Making memories, making families, the Georgia Sheriffs’ Youth homes strive to provide quality lives for the youth . . . every day. The Georgia Sheriff / 7
The staffs at the Youth Homes feel that it is very important for the children to be involved in extracurricular activities in school, so their days are filled with sports, ROTC, band, drama and several school clubs. It gives them a since of belonging and the pride of being a part of a team effort. Lowndes County is well known for its status as a number one football team. The boys at the Boys' Ranch have always been proud to be a part of such an outstanding team. It is not unusual for the Ranch to have several players on the Hahira Middle school team, the Lowndes County 9th grade tame, JV and LHS Vikings. Les Bunte, house parent, accompanied several boys from the Boys’ Ranch to the Tailgate at Tygart Fellowship and Worship Service. The event was sponsored by the Hahira United Methodist Church and the Fellowship of Christian Athletes. The boys were inspired by the messages from athletes and coaches.

The boys join in as Shoal Creek Baptist Church sponsors the annual fishing event at Pineland. The day was a blast for all attending and the boys spent a day that will be remembered by all who attended.
The dedication of the Pineland Chapel on July 20 was celebrated by Board members, Key Club members, supporters, staff and the children. The ceremonies honored the Key Club members from around the state for their commitment to the Chapel and their resolve to see this project through. According to Shayne Goddard, Director of Pineland, this project has been a true blessing not only for the program here, but for the staff, children, and the Board. Everyone has worked together to complete this project, from the children and staff doing the landscaping, to the Board raising funds and providing in-kind gifts to bring the project in at budget.

The boys and staff at Pineland have embarked on a new project: commercially producing hay. The products offered range from mulch and horse quality square bales to cow and horse quality rolls. This portion of the program is aimed at teaching the boys a strong work ethic and how to start and finish a job. The great part about the program is the boys earn extra spending money, while helping to provide needed items around the farm. Anyone wishing to assist with the needs of this program can help by funding needed equipment or by providing good used hay equipment. Cherokee Estate residents attended a Dance Camp sponsored by the Dalton Arts Project. Our thanks to the Project, whose participants have been so involved with our students. The residents enjoy the creative classes and activities at Dance Camp.

Memorial Fund
Many of our friends and supporters find the Georgia Sheriffs’Youth Homes Memorial Fund a practical means of helping a child and simultaneously commemorating a departed friend or loved one. Donations can be made in memory of loved ones or in honor of a friend or loved one on their birthday, anniversary, or a special occasion.All monies contributed to the Memorial Fund are used for only two purposes:
• to further the education of our seniors through college or vocational school, and
• for capital improvements that will serve our children in the future.

ecently more than 160 children and staff from every Georgia Sheriffs’ Youth Homes campus met at Veterans’ State Park in Cordele to board the Sam’s Shortline Train excursion from Cordele to Plains and back. Many of the children and some staff had never been on a train. The train departed Cordele for Plains, stopping in Americus for lunch. In Americus, they boarded busses to former U. S. Attorney General Griffin Bell Consul House in Americus. The First United Methodist Church Men’s Group and Youth Group provided lunch. After lunch, the children boarded the train and traveled to Plains, where they were treated to a tour of the museum of President Jimmy Carter. The children had a wonderful time exploring history as they walked through the museum, which is the high school of President Carter. After the tour in Plains, they boarded the train back to Cordele, stopping in Americus to pick up forty large pizzas from Roman Oven Pizzeria. It was a wonderful day that will long be remembered by all those who participated. MONROE COUNTY SHERIFF JOHN CARY BITTICK RECEIVES NATIONAL AWARD FOR SHERIFF OF THE YEAR During the 2008 National Sheriffs’ Association Conference in Indianapolis, Sheriff John Cary Bittick of Monroe County Sheriff’s Office received the prestigious Ferris E. Lucas Award for Sheriff of the Year. Sheriff Bittick is now in his 25th year as sheriff of Monroe County. Sheriff Bittick is part of a proud family tradition, as a Bittick has served as sheriff of Monroe County since 1921, with the exception of two terms. Both his father and grandfather served as sheriff before him. Sheriff Bittick runs a progressive, proactive law enforcement agency in this growing area near Macon.
The Monroe County Sheriff’s Office is the only law enforcement agency in Georgia to operate a children’s advocacy center. The C.A.R.E. Cottage, as the Monroe County Sheriff’s Office’s facility is known, is the first children’s advocacy center in the United States to be operated by a law enforcement agency, and the only child advocacy center currently operated by a Sheriff’s Office. The C.A.R.E. Cottage is staffed by four Sheriff’s Office employees, two of whom are sworn law enforcement officers, multiple volunteers, and a case worker with the Department of Family and Children Services.
AWARD OF VALOR Deputy Brian Scott, Deputy Dustin Renfroe, and Sgt. Brian Thomas of Laurens County are joined by Laurens County Sheriff W. A. “Bill” Harrell and GSA President Sheriff Mike Jolley. The deputies received the 2008 Deputy of the Year/ Award of Valor at the Summer Conference. The deputies were nominated by Sheriff Harrell following a critical incident in January, when the deputies responded to a domestic violence call. Sheriff Harrell reported that the “dedication and professionalism that these three deputies showed truly made a difference.” Sheriff Harrell was joined in his nomination by the victim in the incident, who believes that her life was saved that morning by the actions of the three deputies. “Without a doubt, they went above and beyond the call of duty to rescue me,” she said. “Without them I feel my life would have ended that early morning.”
HARRIS COUNTY TEAM RESPONDS TO GULF COAST The Harris County Sheriff’s Office SRT Team was deployed to Lousiana in September following the hurricane devastation. The team reported to the Lafourche Parish Sheriff’s Office in Lockport to assist with high visibility patrol during the night shift. They also enforced curfew violations in order to prevent burglaries and looting. They worked the night shift until power was restored eight days after their arrival. During their tour, they recovered several stolen vehicles and generators, as well as made numerous drug and warrant arrests. Pictured are, front row, left to right, Lt. Forsyth County Ride Over 100 motorcycle enthusiasts turned out for the Sgt. David Land Ride in Forsyth County to enjoy the fall weather and raise money for the Georgia Sheriffs’ Youth Homes. The annual event, now in its 5th year, honors the memory of Sgt. David Land of the Forsyth County Sheriff’s Office, who was killed in the line of duty in 2003. The ride started at Biker’s Dream in Alpharetta and wound its way along a 65-mile route on serene country roads through Dawson County and Forsyth
County. Stops along the way included Polaris of Cumming, Dawsonville Pool Room, and Sawnee Preserve in Cumming. The ride raised several thousand dollars for the Georgia Sheriffs’ Youth Homes, said Forsyth County Sheriff Ted Paxton.
It takes committed volunteers to make a fundraiser a fun and successful day. These volunteers for the Clay Shoot at Bird-in-Hand Plantation arranged for food, supplies and equipment, scheduling, safety, and prizes. The clay shoot raised over $7,000 for Georgia Sheriffs’ Youth Homes. Bird-in-Hand Plantation has hosted the clay shoot for the last five years.
Multi-County Golf Tournament Several Georgia sheriffs join special guests LPGA pros Calissa Evans and Nancy Lopez at the recent multi-county golf tournament. The tournament, held at Eaglesbrook Country Club in Henry County, enrolled over 250 golfers and raised more than $90,000 for Georgia Sheriffs' Youth Homes.

Emergency Preparedness— The Responsibility Of Every Georgian
D
uring the busy holiday season, it’s important that families continue to prepare for emergencies. Ready Georgia, a project of the Georgia Emergency Management Agency, is encouraging Georgians to plan, prepare and stay informed about potential threats. “Emergency preparedness is the responsibility of every Georgian,” said Governor Sonny Perdue. “We can take a few simple steps—creating a disaster supply kit, making a family disaster plan and staying informed—to help make citizen preparedness a priority in every community.” Georgia is part of a nationwide effort designed to increase awareness as well as encourage individuals, families, businesses and communities to take action to prepare for emergencies. “Get an emergency kit, make a communications plan, be informed about the different types of emergencies and their appropriate responses, and get involved,” said Charley English, director of GEMA and Homeland Security. “Ready Georgia recommends that everyone have enough emergency supplies on hand to sustain themselves for at least 72 hours following an emergency.” To provide residents of Georgia with detailed emergency preparedness information, Ready Georgia has created a comprehensive Web site, ready.ga.gov, supported by the Georgia Department of Human Resources – Division of Public Health. “The site’s newest feature enables individuals and families to create customized Ready kit checklists and communications plans,” said Lee Smith, emergency preparedness director for the Division of Public Health. “Emergencies can be devastating for those unprepared, so we are offering a simple tool to help citizens protect themselves and their loved ones.” By visiting ready.ga.gov, citizens can get information on how to prepare for natural and manmade disasters or pandemic outbreaks. There is also an online toolkit to help individuals, businesses or organizations develop and promote their own local event or activity. Many groups have already committed to supporting the effort throughout the state. More events from around the state can be found on the Ready Georgia Web site’s community calendar. So, even in the hustle and bustle of holiday and year-end activities, don’t forget to prepare your loved ones for emergencies.
